1 - New countries start in one of the five feeder regions. Their population is 5 million on the day of creation and will slowly climb after that. There's no convenient index of newly created nations.
2 - No, you cannot change the name of your nation. If you want to run a nation with a different name, create a new nation with the name you want. (log out, and start from the first page with Create Nation)
