I think this is a relative question. Really, if you're an invader, so may fear large and effective defender groups. And if you're a founderless region, you may fear invaders...and so on, in one big circle.

No i've lead region-crashing regions for a while (EoP and Evilium and a defending region) and it is hard because n00bs don't know how to do it,

In terms of regional war, I'd like to say Farktopia, but then again few people fear them because few people even see their attacks coming.

Not sure about any of the Megaregions, I'd have to say if they are feared, they likely don't want to be. As a megaregion Delegate, it is better to be loved than feared. Of course, that doesn't mean you can't selectively smite particular things.

I would give it to 100 Nations of Conquest.
