I can NEVER EVER Outlaw Civil Rights. I have never been able except once, and the very next issue brought it back up to "Unheard Of."

Now since I've created my first nation back in March, I seriously never had Civil Rights outlawed but once.

Any help here?

Hmm, perhaps you should look, in Get Issues forum, as to what each issue does (i,e: lower or higher civil rights) and then choose the decision based on that.
