What can I do besides decide issues and post to the forum? How do I do those things?

Well, you can RP in regional forums, Civil HQ, or in this forum.
Outside of that (already a wide range of possibilities), you can become a UN member, vote in the UN, lobby for endorsements, become UN Delegate, endorse proposals, submit your own proposals, lobby to get your own proposals passed, submit issues, invade other regions, engage in inter-regional alliances, defend regions, infiltrate/spy on enemies, ...
I hope you understand that an exhaustive 'how to' on each of those is a bit much. This game has such enormous possibilities in different gameplay styles, player goals, strategies, and tactics that it's really too much to list here.
My suggestion is to read all the stickies in the forum, talk to other players, and based on that decide what you will attempt to accomplish in this game.
