could i set up embassy thread so that i could do my diplomacy stuff. Where would i set up one?ALso, why isn't my nation visible in "eutopia" region?

Your embassy is not auto-created. Your national listing within your chosen region is. Once you've been in a region for at least one update (daily or twice daily, depending), your nation appears in the region list.
As to the RP aspect, I advise reading in NationStates and International Incidents for at least a day or two to get a feel for how things are done. If you establish your Embassy using conventions similar to the long term players, you'll be much less likely to be dismissed as a n00b.
