I am a member of the UN and also being fairly new to the game do not understand how I am supposed to comply to telegrams I receive from the UN. Following is one of the telegrams I received:

"Laws have been enacted to bring the Most Serene Republic of Catalova into compliance with the United Nations "Fair Treatment of Mentally-Ill" resolution."

What am I supposed to do at this point? How am I supposed to comply?

Please... any help would be appreciated.

It's automatic, you join the UN and a resolution passed - YOU MUST COMPLY. Delete the telegram. The real UN does not work this way but in NS it is more powerful and invasive.
