I'm afraid it is.
The longer it remaims imploded the harder it will become to improve it, so you'd better start turning it around ASAP.

Nice flag. I managed to turn one of my puppets from Basket Case to Powerhouse. It can be done, but you might need to go Capitalist for a little while.

Actually, mine was a basket case in the early days but it's been frightening now for as long as I can remember (usually ranks top 100 in the fastest growing economy lists etc..) and I didn't go capitalist. Private enterprise remaind outlawed and the tax rate was 100%. Lots and lots of state subsidies helps though.
There's been quite a bit of discussion on how to build a strong anticapitalist economy on the CACE forums. The Improving Your Economy, Advice on building a strong economy (http://invisionfree.com/forums/CACE/index.php?showtopic=243) is worth looking at if you're fairly new to the game, or just haven't sussed out the economic implications of the issues.
Dra-pol's economy went from imploded to frightening in a few days, and we've never done anything so silly as to allow private enterprise. Frankly if you're lucky you can sustain a frightening economy by nothing more than eating your national animal and dismissing issues that no longer apply to your anti-capitalist economy. We did for a time, then I deliberately trashed (and since recovered) the economy again.
