First step: Stickies and FAQs.
You can do a lot of different things, both on the forums and in the game. I suggest you pick an area: NS/II = RPing, Gameplay = in game (especially regional) stuff, UN = UN resolutions, Gerenal = Chat or RL Politics, Mod = The rules, Tech = General Knowledge (helps no matter what you do). Go to the forum(s) about it, read the stickies to get a basic idea of what yuou can do, and pick something you like.
