Regional Politics.
Not all region require UN membership for a nation such as yours to be eligible for government.
Youre regional delegate is probably the best to contact, as he will be able to give details specific to your region.

YEs, puppets are good. They'll become even more useful if you decide to join the UN, heh heh.
Anyway, why not try Region Hawking (http://www.nationstates.net/forum/viewtopic.php?t=109525&start=0)
I havent dont it myself but it looks interesting.

I don't know if I'd try puppeting this early. I agree that regional government would be the next best choice. If you found a good region that could be all you really need for a long time!

there are other games 'in town' besides gratuitous conflict and
monitary economics, though you may have to invent them yourself.
i love monorails and windfarms, and if citizens want to recreationaly
anesthasize themselves or run arround skyclad, well to each their own.
monitary economics i will likely never reguard as other then a self
fulfilling pseudoscientific excuse for a number of totaly gratuitous
forms of fanatacism however.
issues are fun to play with, though one a day is enough. and my perpetual whine is their inability to interact with population delta.
on the third, or is it fourth or fifth, hand, i've only been here a little more then a month myself.
