“This is Don Howard, I’m here live on the grounds of the Royal Congressional Complex where Prime Minister, Acting Regent Louis Cessar is readying to address the crowd to mark the 1 year anniversary of the attacks on the Grand Duchy.

Twelve thousand citizens, lawmakers, and foreign dignitaries have gather on spot where 1 year ago today the government of the Grand Duchy of Hamptonshire was near fatality injured. Sources indicate that Mr. Cessar’s speech will focus on the restoration of order, the War on Terrorism, and the current status of the civilian government. Close aides of the Acting Regent have said that he intends to make a startling announcement on the condition of Grand Duke Reginald Leopold I, who as you all know, has been in hospital since the attacks.

It’s expected that he will also announce that...Wait.

He’s stepping up to the podium...Let’s listen now:

(Louis Cessar emerges from the reconstructed Royal Senate Chamber and steps behind the podium.)

Field Marshal Louis Cessar:

"Finally the Grand Duchy of Hamptonshire has emerged from under the threat of terrorist attacks. The attacks that no more than a year ago crippled our government, killed our best and brightest, slaughtered innocent civilians, and instilled fear into our hearts are now a memory.

I stand here now on the steps of one of our greatest institutions, the Royal Senate. It was here that the terrorists from Soigacas hit hardest. Not a single Royal Senator survived. But just as that was a symbol of the death and destruction that hit our nation, so is it the shining beacon of our resilience. The terrorists may have killed the Senators, but they could never kill the Senate. They may have killed the Ministers of State and the Generals and Admirals but they could never kill the government or military of this great land. Where ever there is destruction, we will rebuild.

For the past year civilian government has been suspended. I am honored to announce at this time and at this place that the Grand Duchy of Hamptonshire is once again under complete civilian control. The newly elected Royal Senators and Representatives and the newly appointed Ministers of State will now run the government. Once again there will be a government of the people, by the people, and for the people.

The state of our War on Terrorism is better than we could have hoped. Not only did we find those responsible for the attacks on Hamptonshire, but we eliminated Soigacas, the government that supported them. Our gallant military lead the fight there, suffering over 15,000 casualties so far in that endeavor. After the fighting finished, however, our troops continue to lead the peace. Hamptonshire is the head nation of the Allied Peacekeeping Force of Soigacas, the APFS. The hundred thousand troops that we have stationed there will not only rebuild that country and make into a democracy, but our forces are actively hunting terrorists there. We have much to do in the War on Terrorism, but we are one step closer to victory.

I expect that most of you know that my office has been preparing remarks about the state of Grand Duke Reginald Leopold I. That is true. Many times over the past year his condition has improved and degraded. He was one of only two people to survive the Privy Council blast. The only other person to survive, Foreign Minister Lord Easton, has already resumed his Ministerial duties. But it is because of the Grand Duke that I come to you now.

It is with much deep angst and sorrow that I must announce that there is no longer a need for any Regency position..

(Audience gasps, several women begin to weep)

Don Howard: I don’t know what to say. I hope the former Grand Duke is now in a better place. I...MY GOD!

(Grand Duke Reginald Leopold I walks out of the Royal Senate Chamber and takes his place behind the podium)

Don Howard: It can’t be. The Grand Duke is alive! I can’t speak.

Grand Duke Reginald Leopold I:

“Thank you, thank you. Before I say anything else, I must commend Field Marshal Louis Cessar. He did a masterful job as the leader of a country in shock and morning. Men like Marshal Cessar are a testament to the democratic process. That’s why I am reappointing him Prime Minister and naming him my heir to the throne.

I have been briefed by the government that while I was incapacitated, this country fought its first major war. It is a pity that we had to bring ourselves onto the international stage in such ways.

I do not intend to change any of the policies that Prime Minister Cessar instituted during his Regency. I do this not only because they are sound policies, but because I still am not fully up to speed on current events.

Until such a time as I feel that I can fully resume my active position in this government I am delegating my powers to Prime Minister Cessar.

While I am adjusting to the new world that I have emerged in, I intend to visit all of the nations that have supported the Grand Duchy of Hamptonshire during this, our darkest hour. It is my intent to go only where I am welcomed. I hope to knight the heads of the governments and militaries that fought along side us to show them our appreciation. I hop that my visits will confer to those nations that stood by us the deepest gratitude of a thankful people.
