Reports of damage are extensive, at the time of the explosion the Grand Duke was in a meeting with the Cabinet and Privy Council. We have conflicting reports on whether Congress was in session.

In addition, more than 2200 other people were in the zone that was affected in the blast. It is a possibility that among those in the areas destroyed were several foreign dignitaries. The conference room that was used by the Grand Duke suffered tremendous damage. The fires have been put out and rescue operations have begun. Fortunately, the conference room was recently reinforced with a kevlar, titanium, and steel security skeleton. Unfortunately, the bomb’s explosive force was so great that the room still collapsed.

It is with a heavy heart that I must confirm that the Royal Congress was in session. The bomb collapsed the interior of the House of Representatives Chamber. We have confirmed 82 dead, 117 hurt, 392 missing, and 6 unharmed. 3 Representatives were not present at the session.

The Royal Senate and its members are not as lucky. 187 of the 200 Royal Senators have been confirmed to have died in the aftermath of the first explosion. That explosion set off a secondary explosion in the main natural gas line for the Royal Congressional Complex. That line runs right under the Royal Senate Chamber. Rescuers have detected 13 people still trapped in the inferno of the Royal Senate, they are working with all haste to try to rescue the survivors.

Until such time as the government can conclusively state the conditions of the members of the Royal Family, Cabinet, or the Privy Council members; executive authority has passed to Field Marshal Louis Cessar, Commanding General of the Home Guard.

He has issued the following statement:

“Due to the unspeakable acts of terror that have occurred on this unprecedented scale, unusual measures must be taken. Until such time as a ranking member of the executive, legislative, or judicial branches is found alive, I have assumed the offices of Acting Prime Minister and Acting Regent. I have declared Martial Law and have suspended the Writ of Habeas Corpus until such a time as security and a civilian government can be restored. Furthermore, it is the current position of this government that as of 09:00 hours, the Grand Duchy of Hamptonshire has been in a State of War.

We call on all nations to help us find and punish those responsible, no matter where they may be.

I ask all people in every corner of known existence to pray to whatever deity you believe in for the people of the Grand Duchy of Hamptonshire.”

Acting Prime Minster, Acting Regent Louis Cessar has ordered the Royal Navy to seal off the Hamptonian Islands and the Royal Air Force to maintain around the clock flights around the Grand Duchy. He has also ordered the full mobilization of the Army and the Marines.

Government buildings have been sealed off from the public and large numbers of guards have been posted around government installations throughout the Grand Duchy. In addition, Acting Prime Minster, Acting Regent Louis Cessar has ordered the Royal Police Force to guard all foreign embassies in Hamptonshire. Foreign embassies are urged to send home all nonessential employees until the nature of these terrorist attacks can be established.

We have received confirmation that only 2 Royal Senators have survived and both are in critical condition. Neither is expected to survive the week.

An addition 1,472 people have been confirmed killed with more than 800 missing. Sources have revealed that among the dead are several high level diplomats from several foreign nations.

Acting Prime Minster, Acting Regent Louis Cessar has visited both the RCC and Prince Regent Gustav X Hospital. He said that the Grand Duke was in a severe coma and the other Privy Council surviors were in no better shape.

No one in the government has stated who is the focus of the investigation, however there are reports of military convoys entering the large cities of Hamptonshire and raiding private homes.

Prime Minister Count Wessex is in a drug induced coma due to severe brain damage and third degree burns over 20% of his body.
Minister of Foreign Affairs Lord Easton is also in a drug induced coma due to severe brain damage, severe cardiac damage, and third and second degree burns over 40% of his body. In addition his entire left leg and his right leg below the knee had be to amputated.
Grand Duke Reginald Leopold I is on his deathbed. The blast fortunately did not cause serious burns to his body but he broke his back, neck, collarbone, and all four limbs in the blast. He also suffered a cracked skull and severe cerebral blood loss. Our leading doctors only give the Grand Duke a 15% chance of survival in any form. The chance of a full recovery from the coma, injuries, and brain damage is less than 5%

Given the state of the Grand Duke and according to the Constitution of the Grand Duchy of Hamptonshire, I shall continue in the positions of Acting Prime Minister, Acting Regent indefinitely. In the coming days I shall appoint a War Time Cabinet to help run the country. As all heirs to the Grand Duchy have died, if the Grand Duke does not recover, I shall become Grand Duke.

This is truly a dark time for us.”

A knock on Adrian's door during the night never meant good news, nor did it this time. After following a conservative trend in Lietuveska, the President's goals had somewhat changed with his people's. Adrian was now dedicated to securing high-risk areas for terrorists after realizing that there was potential threat in the nation. However, nothing prepared him for what his National Defense Minister was ready to tell him.

Adrian beckoned him to come in. "Have a seat, Michael." The tall, stern, and handsome man with dark hair and dark eyes obeyed willfully. With a note of great regret in his voice he said, "Mr. President, I will cut straight to the point. I know that you have given my Ministry incredible new funding to help defend against a possible terrorist attack, but I must warn you that it may not be enough, after this.." The Council Room was always like this, day or night. Small lights in the ceiling shined down upon the large black, rectangular table in the center of the room, with executive chairs surrounding it. The President called the room to order, and all eyes turned towards him. "All of you have received a briefing on the current situation. I realize it is not usually policy to handle this kind of stuff until morning, but this is important. With the threat of terrorism worldwide, I feel that we have business in Hamptonshire. This statement ended with finality, and they began discussing amongst themselves. The president allowed for about fifteen minutes of chatter, and then asked for a vote to be held. The decision was unamious to send aid to Hamptonshire. The Preisdent nodded. "Now all we need is their permission."

The USSO is willing to send a lance of TITAN I heavy battlemechs, and a trinary of Albatross I light crowd control 'mechs for security at the bomb sites, and to search the country for other terrorists.

We recommend the distribution of police forces to be high, and patrols to be high. Police should be heavily armed. We also would like to advise on curfews, perhaps allowing certain groups outside at a time. If someone breaks curfew, they may be arrested without interrogation or warrent.

You advice is noted. In Seaburg and Hamptonshire City we have instituted a 24 hour curfew. Citizens are only to leave their homes to report to work and then they are to immediately return home. The RPF is at full alert and the Royal Army is patrolling the streets of the largest Hamptonian cities. As I earlier said, the Writ of Habeas Corpus is suspened, so anyone can be arrested and held indefinitely. We welcome the Austarian troops.

How is the situation?

The terrorists have not attacked for two months now. The nation is still under Martial Law and civilian government is suspended. Due to lack of cohesion, a War Time cabinet has not been formed. Acting Prime Minister, Acting Regent Cessar is currently acting as all three branches of government. The people are restless for revenge. There are talks of mass protests unless something is done in retailation.

OK, I suggest a full formation of a parliament. Would you allow a temporory Austarian Parliament to fill that role, and your Acting PM to remain PM?

There is a War Time Emergency Congress. Since all members of the Royal Senate were killed, the Governors of the 50 provinces of Hamptonshire have been called into an Interm Royal Senate. The House of Representatives has currently reached a quorum of 100 members but there is not one party, nor a combination of parties that can provide a Prime Minister.
In addition, since the Grand Duchy has been in a State of War since the attacks the office of the Grand Duke has assumed total executive and military control over all aspects of civilian government. Due to the incapacitation of the Grand Duke, the Acting Regent is acting as Grand Duke. Hence, he has full executive and military control.
As Acting Prime Minister he is carrying out the legislative duties of Hamptonshire until such time as Congress can unite. Since the Writ of Haebas Corpus has been suspended, the Supreme Court of Hamptonshire is without the right of review.
Full civilian government will not be restored until the situation concludes.
There is unrest because the people, that members of Congress, and the political parties of the Grand Duchy are all calling for action. Unfortunately, no one can agree on what that action will be.

The metro pulled into Hamptonshire's main station. A short balding man stepped off onto the platform and detonated himself. The explosion ripped through the confined underground space, and was so big that a fireball shot up through the tunnel and emerged onto the street as a mushroom cloud.

The sunlight beams through the large, clear windows of the President's office within the palace. President Branam sits at his desk reading over several papers dealing with the many pressing matters of state. Suddenly Marshall Drixten, Secretary of Foreign Affairs, swings the doors open running to the desk and quickly puts the heavy folders on the president's desk.

"Sir! There have been massive terror strikes upon our friend and ally Hamptonshire!" yelled Drixten.

"What?!?!!" said the president in an alarmed tone as he stood up slamming his hands on the desk, "why wasn't I notified of this sooner? What has happened? Give me all the details!"

"Everything is in these files." said Drixten, "I suggest we do something, they know who it was.....we must act immediately."

"Agreed! Please call in my entire cabinet, we need all the expertise we can get. Also, we need an immediate special session of congress. I shall make a speech to them and the Jarridian people as soon as possible. Now go, and tell my secretary." said the president, pulling the files to him and sitting back down.

"Yes sir!" smiled Drixten, bowing out through the door.

President Branam flipped through the documents looking closely at the numbers and what was destroyed.

"This is absolutely despicable," Branam muttered, "we will have no choice but to act. We will not stand idle as terrorist attack our friends."

He picked up the phone and called his secretary.

"Marissa, please schedule for me to address congress and the nation. This is extremely important."

"Of course sir, I will get right on that." she said in a calm voice.

"Thank you."

He went back to reading the documents.

"I may need to take a little flight to Hamptonshire." the president sighed.

I plan on supporting Hamptonshire in any action necessary in catching the perpetrators of this crime. No nation should have to go through with this.
