(OOC: I apologize to all because I have gotten around to creating this thread so late. My computer was acting up (yet again, it was spontaneously rebooting) and I had to do DOS virus scans, defrags and all whole lot of other stuff compiled over homework)

It was a hot day, temperatures reached over 100 degrees, typical, humid day, thank goodness for airconditioning.

The flags of attending nations fill the hall of the brand new Veracruz Convention Center and workers toil within to get the final preparations completed in time. People organize tables, begin to fill pitchers of water and tea and test out the sound system. Outside, the Jaguar Warrior infantry units are taking positions outside the convention center and the local media is gathering in the front to see the representatives. Several government vehicles (limos) are lining at the airport to pick up their respective delegation and deliver them to the convention center. High Chief Quetzalcoatl sat in the airport loby, waiting to greet all the delegates. "I hope this conference goes well. If it doesn't, it will reflect badly on my nation, and offending much older and stronger nations is not a good idea." He made it a point to learn a phrase from each delegation's native language, just to try to be appeasing.

"It's make or break time for the ANL, let's hope this makes us stronger."

Comrades Igo (G.) and Barrie watched the Indian Ocean expire below as the Marathon heavy transport thundered east. The troubled New Tiamatian archipelago melted away to be replaced by the vastness of the Pacific ahead.

To port one of their NT4ASF Hobgoblin escorts refueled from a second Marathon, while another fighter waited its turn off the starboard wing.

With some sleep behind them, the Beth Gellen delegates caught their first glimpse of the ANL as the four aircraft requested permission to land- the escort pilots required rest before thinking about turning for home.

A modified cargo plane, one of the few owned by Athamasha since air travel is not used inside the country (for security, economic, and enviromental reasons), descends on Veracruz and lands. Out on the tarmac several swarthy Iroj (a large ethnic group) diplomats descend out of the back of the plane.

It's damn hot out here. How can they stand this weather? The asphalt isn't really helping either. I feel sick, never flown on a plane like that before. Okay, now, are we supposed to get inside the airport or just walk around it? Wait, Mr. Fotografisto says we should go inside first. Okay...

Hello to all, I am High Chief Quetzalcoatl. I am glad to see you have come to the conference. Yes, I know it is hot, but the convention center is equiped with air conditioning. Once you have disembarked off the plane and your belongings have been collected, you may pick them up in the terminal and then proced to an limo (the drivers are waiting in the lobby.) Then, the limo will drive you to the convention center where the summit will begin after all nations have arrived. Please enjoy your time here. If you wish, you may explore around country. I suggest you go in the night, however, it is hot and while we are a little more accoustomed to the heat, I certainly understand that most people are not. After the inital procedures, you may retire to the Century Hotel which is next door to Convention Center. Again, I am glad to see you and I hope you have a most pleasant stay here.

A large helicopter emerges from a cloudbank, the wisps of cloud trailing in strange paths in the wake of the turning blades. It's apparently unarmed, and the flag of Anhierarch is clearly visible on both sides of the helo.

It alights on the tarmac, the engine's thunder gradually dying down. As the blades spin slower and slower, twenty figures in formal uniform emerge. Quickly, they form up on the tarmac, weapons unloaded and slung over their shoulders.

Two more figures follow, walking at a more sedate pace. The shorter one would be the Overseer of the Division of Security, Ejai Telenu, and the taller, the new Arbiter, Felmir Dastra.

Overseer Telenu nods formally at the representative of the ANL, arms clasped behind the back as she takes her cue from the Arbiter. As coordinator of security across Anhierarch, she speaks.

"That is correct, and we would of course be willing to assist in any way neccesary. I am Overseer Telenu, by the way, and my colleague is Felmir Dastra, Arbiter of the Commonwealth Synod."

The Arbiter smiles, warmer than Ejai. He's a man of above average height, looking to be in his mid forties and very fit for his age. His black hair, streaked with grey, is swept back in a ponytail reaching his shoulder blades.

They are both dressed in the formal manner of Anhierarch, a floor length, high-collared black robe. Unlike the standard robe worn in Anhierarch, this one is composed of more lightweight materials conducive to cooling the body - and they're both very thankful for that fact.

"Excellent to meet you. I am the successor of the illustrious Speaker Myrios, and I am honored to be here."

Finally disembarked, comrades Igo and Barrie; Commonwealth Professional Civil Servant and Commonwealth Consul respectively; tugged at their shirts and glanced at one another, their expressions agreeing- it was rather warm.

Ambassador Jessica Banton hopped out of a car from the airport, the other two members of the delegation close behind. The weather was hot, much like home at times, and with little physical work being required, it wouldn't prove much irritation.

The three strolled into the convention center bearing briefcases, sunglasses, and brightly colored light clothing.

The Belarussian motorcade pulls up at the convention centre with its police escort and out steps the newly appointed Intrim President of Belarus, Natalya Perovich with her Foreign Minister Tatyana Ruskovich and the Head of the Belarussian Diplomaric Service Egor Mickoval.

The President officially introduced herself and her Ministers to the other delegates and presents her host with a present of a traditional Belarussian ceremonial garment made from the purest silk before sitting down at her table.

The Patoxian Foreign Ministry's modified An-12 landed at Veracruz International Airport and docked at it's terminal. A few minutes later, a sharply dressed man with a saber at his side and a dour expression on his face stepped out in to the terminal proper. “Finally...” he sighed. He had been flying for quite some time in zigzagging directions with frequent stopovers thanks to the policies of NS Earth's various nations on flyovers.

Suddenly a slightly older Russian man dressed in a Hawaiian shirt, Bermuda shorts, white wide brimmed hat, and holding a briefcase in one hand while clutching a glass of lemonade in the other, came running out of the door connected to the docking bridge, knocking the first man to the floor.

“Radost Moya!!!” The man with the lemonade shouted, “This vill be fun! Clear the way to the beach!!! But first, where can I get in on some of dot Patolli action!”

The first man picked himself up from the floor as the rest of the foreign ministry's five member diplomatic team walked into the terminal with surprised expressions on their faces. “COMRADE KRUSHKIN!!! WHAT IN HADES DO YOU THINK YOU ARE DOING!!!” The first man shouted, then his eyes suddenly widened, “...AND HOW THE HECK DID YOU GET ON OUR PLANE!!?”

“Ah, Comrade Garland, you forget I vus KGB trained, it vus very easy.” he said proudly, “as to why I'm here... monitoring your government for the USSR vus boring, I came to have a little fun.”

“Vlad... I guess I don't have a choice but to let you come along, just don't make a repeat of the Dew Drop Inn incident”

“Aw Comrade, vou don't vet me have any fun...”

Garland sighed, and then he and the rest of the group were led to a waiting limo by an Aztec security guard, who had been laughing at the spectacle a moment before. As they drove to the hotel Charles Garland stared out the car's windows and thought to himself “with Vlad around this is going to be a looong trip...”

OOC: Vladimir Krushkin is not representing the USSR at the conference in anyway shape or form, as you can probably gleam from the story he should be back in Patoxia's capitol Starbridge working. :wink:

OOC: I certainly understand, in two weeks, I will be having semester final exams. Hope you do well, take care.

IC:

Quetzalcoatl was quite impressed with the large number of delegates that have arived. Noting that the majority of nations were already present, he headed out of the airport, went into a limo and drove off to the conference.

He is an averaged height man (5 ft, 8 in), has black hair down to his upper back and was in pretty good shape, he had a scar on his right forearm from a major battle from the revolution, and unlike most the leaders in the world, he was very young, 27 to be exact. He was wearing his usual outfit, an linen shirt with a nice pair of black pants, a little casual for an conferece but perfect for the weather. He looked outside, glad too see that the city was not dirty and trashy looking, but rather, it looked beautiful, he hoped the rest of the delegates thought so.

The car pulled up to the convention center, he got out and walked in, moving to the building the summit would be in. He noticed an ANL Red Gaurdsmen standing at the door and told him to direct the Anhierarch troops to patrol coridors of the building where the summit will take place in. He then resumed his way to the ampitheater and opened the door. He then sat at the ANL table and waited for the rest of the delegates to convine, then, he will make a speech and innitiate the summit...

(OOC: Vladimir Krushkin should been quite an interesting person.)

The sergeant of the unit notices the ANL Guardsman approaching, and stiffens to attention.

It was worth noting that the guardsmen of the Black Robe were not exactly normal soldiers, an elite unit tasked primarily with the safety of the officials of Anhierarch. All were selected for training from an early age, though in line with Anhierarchi policy all candidates were explicitly given the choice to decline.

Few did.

The rest of the unit, numbering 30 in all, moves sharply to attention, lightweight black robes shifiting in the breeze.

Police sirens are heard aproaching as the Belarussian delegation heads to the convention centre enterence and meets the Govenor of Byelorus as she steps out of her limo.

The President, Governor and Foreign Minister all head back into the convention centre as the press start rolling the cameras.

President Petrovich stands up and makes a statement.

"Friends, Comrades... I want to be the first to tell you the historical significance of this day in the history of my country.

The Federaltion of New Russija have formally compleated a hand over of power of their protectorate of Byelorus to the Belarussian states and for the first time in our history all Belarussian people are now united under a single Unified, democratic government.

I can not think of a better way to celebrate this than amougst our foreign friends and partners. I apologise for the interuption"

Meanwhile, an airplane arrives to Veracruz. The following people comes down from it: (i included their proffesions and ages)
Ronaldo Pereira (lawyer, 47)
Raul da Costa (medic, 32)
Luciano "Lucho" Perez Torrente (industrial engineer, 37)
Marcela Mills (teacher, 44)

They are the members of the delegation, and where democratically picked by the people of Isla Saudade. They are also with about 15 men, who are there for security and press reasons. Everyone is dressing as normal people, and they don't seem to feel the heat to much because they are used to hot weather.

When they arrive to the Veracruz Convention Center, they meet with some other delegates and continue to their places. During this moments, Lucho Perez Torrente says to the press: "This will be an interesting meeting which will be very important for our people. I would continue speaking with you but we are very late."

(OOC: I do understand that Watsfordshire and Moscow Free States are not here yet, but I would like to start the conference now.)

Noting that everyone was in place, the High Chief got up, took a deep breath and walked over to the podium. He turned on the microphone and began to deliever a speech.

"Friends and comrades, I welcome you all to the Communist Nations Summit and the ANL. It is an personal honor to see so many nations attending the conference. We all come from many different places, and in the case of Soviet Trasa, a different planet. However, I believe that there is one simularity that we all share. It goes beyond communism, espeacialy since there are a few non-communist countries among us in this conference room, but rather, I believe that we have convined today to ensure that this world will be a better place for us and our future generations.

To ensure a better world, issues and problems must be addressed. It should be noted that every country present has it's own government style and does not fit the typical communist description. That is the way it should be. Many of the galaxy's people tend to have a negative view on communism. Some of it may be true, some of it may be false. AND for that reason, that is why I decided to host this summit. I believe that as a group, we will be able to address and maybe resolve certain issues that pertains to us. Such issues would be:

-The rise of GDODAD
-Trade and diplomatic relationships with non-communist countries
-Civil and political rights
-Trade and diplomatic relaitonships with communist countries
-Capitalism
-Social welfare

While these issues are on the agenda for discussion, if any nation wishes to discuss another issue, please, feel free to bring it up.

Again, I thank you all for comming and I welcome you the Aztec National League. If you want to view our country and tour a bit, please feel free to do so if we are not in session."

Arbiter Felmir glances darkly at the Trasian. He'd gone through the files, reports and dossiers as was expected of the new incumbent of office, and to add to that, he'd been a fairly signficant official within the old Synod for Foreign Affairs. What he'd read rankled him.

Barely moving his lips, he mutters to Ejai out of the corner of his mouth.

"State-capitalists. Damnit."

"I know. We'll just have to be diplomatic."

"Plastic smiles and saccharine smiles while whetting the knife? Heh. I'm good at that."

"I know. Let's see what he's got to say."

Arriving at a side door and trying to make as little fuss as possible, a rather short, prematurely greying man enters. He has come directly from the airport, and he seems to have been half flattened by the heat along the journey-- certainly he is grateful for the air conditioning, and when he chooses a seat at the back, he is careful to pick one out of the sun. He sits down quietly, pulling a small bundle of files and a noteook from his briefcase.

(some may recognise him; conferences organisers will know who he is: Gheng Karhe, former Ambassador to somewhere or other, with a distinguished history of service to the Elected General Committee for International Affairs, Xikuang)

We the people of Trasa began Communism over 1,000 years ago and it hasn't failed us, but it also leaves the man in charge with a large resposibility for it's people, i hope that this summit goes smoothly and that when we all leave for our repected governments we shall beable to function better as Communist Leaders.

Before the first agenda, I would like to set up one ground rule. It is obvious that there are some "tensions" between a few of the countries present, so I ask that despite the bad feelings one may have towards another, please have the upmost respect and courtousy to each other. We want this summit to proced with out any problems and hopefully make communism as a whole look strong and united."

Smiling after saying that, Quetzalcoatl then speaks again, more serriously.

"The first issue that is on the agenda is GDODAD, or the Global Dominion of Dictators Against Democracy. Although still somewhat new, I have read stories and reports about the destruction they caused in the past. I also know that one of the nations here today, Russian Forces, has taken an passionate stance against the organization by starting an anti-GDODAD communist nations alliance. My nation being too young to experience the "havoc" that the organization created and can not form a good, solid opinon, although we are a democratic nation.

It should also be known that several of our peers who are "unenlightend" about communism and often lump communist and facist governments under the same category when there are several key differences between the two.

Basically, I would like to see your opinon on GDODAD and see how the majority of nations feel about this organization. The floor is open to anybody now."

With respect to the GODAD, I fully concur with the idea that it must be stopped; however it does raise an interesting point… does Communism or even Socialism require totalitarian dictatorship?

I think not, while I admit Belarus is a small and new nation – one thing we have been successful in has been to create a democratic, libertarian communist state. Social Equality and the absence of Private Enterprise doesn’t necessarily mean corruption and dictatorship does it?!

What have Communist nations got to fear from Democratisation? After all people in Communist states often have a greater standard of living than that of other states – and even where that isn’t the case, there are ways to persuade people it’s better with the current system

Comrade Barrie, while not quite so forthright as his associate, was at least not amongst those delegates giving Ruskovich a negative eye. In fact he nodded in agreement, while he was not busy cringing a little at Igo's outburst.

Arbiter Felmir rises to his feet, signaling his intention to speak - which he does, in a rich baritone.

"Indeed. Communism and Socialism are intrinsically linked to the democratic process. While it is possible to create a non-democratic Socialist state, a totalitarian Communist state is a contradiction in terms."

He adjusts the lapels of his robe appearing altogether confident and self-assured.

"Now, comrades, to address the matter at hand. The GDODAD. What of them? We have seen them sputter and shatter, and we have borne witness to the numerous attempts at re-forming the organization under various idiosyncratic names. All these attempts, it must be noted, failed.

Now, there are two ways to interpret this. One, the core leadership of the dictators has learned from their mistakes in the past, and this time the organization will endure, to pose a threat to all freedom-loving peoples. Or, hopefully, it will once again end in fitful failure.

Now, I believe another topic that we must discuss is that of the Reich, and their crusades against communism. Indeed, Esamopia fell before their force of arms. While they were communist in name only, I believe it is a credible threat worth mentioning."

"Being as it is that democracy is necessary for progression into an ideal communistic/socialist state - democracy and equality being chief ideals in Tahar Joblis - and being that GDODAD as its very charter holds the ultimate annihilation of democracy and the hegemonic domination of the globe, we cannot but feel that it is the case that we must inevitably oppose GDODAD. Even if this third GDODAD bides its time, mark my words, it will be a threat."

She paused a moment.

"As for the Reich, we are perhaps not as familiar with their recent behavior, but our longstanding relations with Iesus Christi have been, to say the least, rocky. Usually hostile. We have little patience for facism and theocracy, themselves natural enemies of democracy, communism, socialism, and the well being of the proletariat."

The Five Patoxian diplomats walked into the conference room a minute after the delegation from the Moscow Free State had come in. “Sorry, that we are late we had some problems...” he remarked while walking out to his chair. In truth they had more than some problems, Krushkin was nowhere to be found this morning, and could be anywhere at the moment. He frowned for an instant at the thought of Krushkin loose on the town, however he had a duty to do and dealing with Krushkin was now unfortunately part of it.

Garland then rose out of his chair to speak:

“Comrades, we agree emphatically with our comrades from Anhierarch, we should wait and see what GDODAD does, I am of the opinion that it will fall apart again. It is little more than a loose confederation of dictators with various competing goals, and it will hopefully lack the leadership to hold itself together. Nevertheless, we must keep a watchful eye on them.
We feel that The Reich is more of a real danger, they only backed down from attacking our region, the USSR, when they saw what forces we could muster. They are Imperialist in every sense of the word, and their tyranny must be opposed by the Freedom Loving People of the World.”

Vladimir Krushkin stared intently at the Patolli mat, he was ten spaces away from reaching the goal, winning a pot of one hundred Aqua Mica Dollars and bankrupting his opponent after a series of games. He took a swig from a bottle of pulque, next time he would get something harder, and grabbed the 5 beans. He rubbed them in his hands and then threw them to the mat, “Macuilxochitl!!!” he exclaimed while clapping his hands together, and then leaned forward to see the outcome: 5 beans, pip side up.

OOC: ANL: Is Gambling legal in ANL? If no then this is a seedy pub or will remove Krushkin's part it if you wish.

We have no major experiences with the WBO, all we know are mixed opinions. I do know that because of their financial strength, the member nations of the WBO, both independentally and collectively is a powerful force and could possilbly pose a serrious and grave threat to communism. Although I do believe that the WBO could pose a serrious threat, I also see that communist nations and the WBO could possilbly co-exist, although relations might be uneasy at best. For the most part, the WBO's philosophy of capitalism and lazie-faire economics is what seperates us from each other. However, consider this, fasicm is defined as the meger of corporate and state. Even the so-called father of facism, Benito Mousolini said "Fasicm should not be called fascim, but rather corporatism, because fascim is the combining of the corporate and state powers. The WBO should be obsereved also, but in my opinoin, not under as much scrutiny as GDODAD, URAP and other groups that have blantenly threatened communism, unless an member nation or multiple member nations have threatened communism. If that be the case, maybe a closer look would suffice, a much closer look...

Most of those acronyms probably meant any number of other things to Commonwealth Professional Civil Servant Igo, whose eyes seemed to glaze over as he remembered one Senate meeting or another. Commonwealth Against Current Exhibit he idly noted of the.. wait, that didn't make sense here.

Comrade Barrie could be heard to sigh as Igo nudged him in pursuit of a summary.

Barrie himself meanwhile had been considering The Commonwealth's position here. Without a head of state, Beth Gellert's precise position on any given issue at any given time could be difficult to assertain. Three levels of Senate meetings were required ahead of any significant decision or policy change- the only real remaining flaw in the present state of Beth Gellen socialism, and one that didn't look likely to go away.

Ariddia not having been able to send a delegation to the Communist summit in ANL, they were here to follow the summit's progress via video link.

He tapped the High Chief on the shoulder and handed him a note. Quetzalcoatl looked at the note and his face droped. He started conversing with the other Aztec delegates and then reached over to turn on the microphone. He said:

"I must report to the captial at once, I have just been informed of some terrible news. The rest of the delegation shall continue to participate in the summit."

He got up and walked briskly out of the Convension Center, through the rain and into the capital building.

One of the remaining Aztec delegates recived a note. On it was an order to tell the delegates of what was wrong. The delegate, Kathryn Oliver (Yes, there are people with more European names too in the nation) grabed the microphone an spoke.

"I have recieved an order to tell you of the situation that has transpired. Our Minister of War has been assasinated. He was in an small plane over the ocean when it was struck by a missile launched from a small boat, this according from two fishermen. As of now, the High Chief, the Viceroy (High Lord) and the Minister of the Law are currently going through a list of canidates to fill in his vacency. Also, the government is setting up an investigative counsel to find out who is responsible. As soon as the canidate is endorsed by the High Chief, High Lord and the Minister of the Law, the proposal shall go to the Soviet Congress and Represenative Body for ratification. After the process is complete, High Chief Quetzalcoatl will resume his participation in this summit.

In the mean while, I will continue to represent the ANL in the CNS."

She sits back down.

Such nations may choose to ratify the IFTA, of course.

Again, explotive economies should not be traded with, as should governments that have been completely over ran by the corporate, however, could cooperation with other, fair countries be acceptable to you?

This seems like an grave threat. The ANL parlament has ratified the new Minister of War and we have already begun an program to upgrade our weapons. While we will not take an agressive approch, we will take action should the need arise.

Intelligence has told us that the international political developements are on the agenda during this summit. We wish you wisdom in discussing these topics of the highest importance.

However, I must disturb your conference in order to provide some insights. The government of the DDR sees some worrying trends internationally, especially the coming together of the forces of evil: the fascist Reich, the dictatorial GDODAD and the evil Arda.

Even though a representative of anticapitalism, SeOCC, is trying to improve ties with the Reich at this very moment, these talks cannot hope to succeed given the innate differences between the fascist scum and you who, even though we believe the effort to be somewhat deluded, mean well with the world. Note further that an alignment of any of these three alliances is an alignment with the forces of evil.

It is my governments strong belief that the forces of humanitarian capitalism and communism must inevitably join in an effort to contain evil from spreading over the NS globe. While there is peace now, the dark grows stronger every day. More nations fall to the temptations of evil. I see it all around me: once proud nations turn to the evil alliances.

Sure, we have economic differences, and these differences have often prevented better relations in the past. But we must at least lend some moral support to eachother as dark clouds gather on the horizon.

Together we still are the forces of good, those that mean well with the world. Each in their own ways, still, but we should not bicker amongst ourselves. United we can make a stand, but divided we will fall. Those that are bent on destruction attempt to divide us using our already dormant sentiments to eachother.

The Knootian government is open to mediating talks at any time, should the conference require it so.

Knootoss seems like an reasonable nation and I see no reason why not to do this. Also, I advise you all, if you can, to bolster your defences.
