To my friends and colleagues of the international community, greetings.
I come to you today with an entreaty and an opportunity; Tsaraine needs your help. As the Dominion is entirely lacking in coastline, Division Ten (the newly founded Navy) has embarked upon, with the blessing and authorisation of myself and Division Five (the Command Division), a most audacious plan.
We intend to construct a "sub-aquatic dome", an underwater habitat on the seabed of the Sea of Storms, for the command and location of the naval supmarine* fleet. However, as Tsaraine's naval strength is at present limited to a few score vessels, we require foreign assistance in constructing this facility.
That is my entreaty to the international community; help us build this dome.
The opportunity I offer is simple; wealth. Tsaraine is willing to offer monetary gain to any nation willing to assist, in proportion to that assistance.
We can all gain through this, and there is little reason to turn aside from that gain, should you be able to grasp it.

While the Dominion can supply all required raw materials, we require assistance in transporting them to the construction site, and in assembling the dome itself.
As this is the first major submarine project Tsaraine has undertaken, any experience you can offer in underwater construction would be appreciated, as would be workers trained in underwater construction techniques.
Arrangements have been made with the Ekatori Rega, Qosin Ra (OOC Note: Ekatori does not exist. It's a nation to the east of Tsaraine, occupying much of the western coast of the Sea of Storms), to use the Ekatori port of Rakenno for the storage and transport of materials.
Pending your agreement, materials may be picked up at Rakenno from the Tsarainese liason officers there, with the correct documentation.

I am most grateful for your offer to assist us in this project, and naturally I shall accept.
You can assist us best by supplying any avaliable marine engineers, as well as surface transport between the construction site and the materials depot at Rakenno. (Be warned, however, that weather conditions in the Sea of Storms range from rough to terrible, hence it's name and the Tsarainese navy's concentration on submarine craft).
I look forward to working with you in constructing this dome, and I would be pleased to offer assistance in any similar projects you may have in the future.
Naturally, the dome shall also be avaliable to NDA forces, should the need arise.

Consider our resources at your disposal as well. Our nation, being predominantly coastline, has much in the way of ships and oceanographers, and some experience with underwater structures, though this would indeed be a whole new level of development. Previous, I believe the things we have are more limited to small portions of aquariums, and a couple of coastal hotels that have gone with partially underwater themes. We would be most pleased to take part in this venture, should you choose to accept. As always, we would consider it an honor to work with our allies in Tsaraine.

We would be willing to offer help, as we had such a pleasant experience the last time we worked together on a project.
As expected, our assistance wouldn't be in the construction of such a project, nor the development of naval vessels. What we will offer is what we are known for: communications and computer infrastructure.
In other words, we'd gladly assist in wiring that sucker up, as well as working with making sure communications in and out are secure. I don't know if you still use CHaOS, but I remember quite a bit, which would make integration much easier.

While we are unable to divulge the precise nature of the projects NSPD has completed in this area for security reasons, we can state that teams are available with underwater construction experience.
An NSPD team will be chosen and dispatched as soon as is convenaint for you.

The Tsarainese had, by means of their large budget, managed to hire a warehouse from the Ekatori authorities to serve as a meeting place for all the several thousand personell gathered from half a dozen nations.
Looking over the assembled mass of humanity, Division Commandant Raigh tsaChein tapped his microphone, wincing instinctively at the feedback.
"Hello there," he began, and glanced down at his notes. He'd never been very good at public speaking.
"Very pleased to see you all today," Raigh continued, "I'm Raigh tsaChein, Division Ten Commandant. For those of you unfamiliar with the rank, that means I'm in overall command of Tsaraine's naval forces, including this construction project. However, the actual project itself is in the able hands of Sian keiTain here, who is the Naval Construction Corps Commandant."
Sian stepped up to the podium, and Raigh handed her the microphone.
"Greetings to you all," she said. "The first stage of the construction shall be the preparing of the foundations; a low-yield fusion warhead has been used already to clear the sediments from the area, so we may work on good solid bedrock.
"The first part of preparing the foundations is leveling the site, but Tsaraine's C-class supmarines are doing that as we speak, so the thing we shall be doing first is setting the foundation pillars, and beginning construction of the base of the dome.
"Plans will of course be avaliable - my staff have put them onto public domain for those of you with compatible operating systems, and I suppose we can make hard copy, too.
"Any questions?"

Josef stood with the assembled Hacker team. He frowned slightly as he noticed Jakob standing next to him. He never much cared for Jakob, but the man knew Tsaraine's OS, and he needed expertise and security for this project. He mentally cursed himself for saying Alysa would be on this project, he'd completely forgotten that she was on materinity leave.
Thinking about it for a moment, he finally just shrugged. Not like I'm staying here, he thought to himself, and it gets that jerk out of my hair for awhile...

"Hard copy?" Jakob was sneering again, "Luddites..."
Josef chuckled softly, suddenly very glad he wasn't going to have to put up with Jakob anymore. He'd feel bad about making this choice, but Jakob was highly compitent. Just not very social.
"Any questions?"
He shrugged, none that he could think of.
A woman with a black-and-silver patch on her arm raises her hand. "Excuse me, Sir. I'm Madelaine Hirsch from Treznor Maritime Projects, Ltd. We've been working with the nanoforges you provided us, and we were wondering how you were handling the construction of the dome itself. Our research suggests that a weave of a hundred molecular carbon fibres ought to be able to handle the water pressure of the depth you've indicated. Unfortunately, we haven't had the chance to discuss it with your engineers. Have you had the time to look over our notes?"

"I'm afraid I haven't had a chance to see those yet," Sian admitted, "Simply organising the materials has been a full-time job. I can tell you, though, that the dome itself will be built of spun monocarbon fibre, as you say - we're using a one-fifty weave, to be on the safe side - arranged in a geodesic dome in a framework of three-hundred weave monocarbon struts.
"The struts and plates will be moved into place by pressure suited workers and C-class supmarines. Since they've all been made to fit neatly into each other, it's essential that they be assembled correctly. But that's in the future, of course."

Anne stood with the others of her team. She was the youngest one of them, 21 years old, one year since she finished university.
Actually, this project was rather interesting for her, as well as for the others. Metall, ceramics... not the stuff they normally worked with.
Of course, half of the team had worked in Valonia for quite some time, so they were quite experienced regarding exotic building materials like steel, however, it was still... intriguing.
Madeline huddles in her Gortex raingear and clings to the lifejacket secured tightly around her body. The Sea of Storms seems to have cooked up a special welcome for her, but she wasn't feeling very appreciative of it.
Twelve years I've been working at sea, and I still toss my cookies.
Peter Montgomery stumbles toward her with a spill-proof mug. "There you are," he says cheerfully. "Hot chocolate?"
Madeline feels her gorge rise at the suggestion, and shakes her head sharply.
"Ah. Still seasick, I see. Maddy, why do you work on the water?"
She turns and glares at him. "I don't work on the water so much as under it. Put me in a sub or a wetsuit and I'm fine. It's all this..." she waves her hand around vaguely. "...mess that gets to me."
"Poor Maddy," Peter says, patting her shoulder. "You're just not cut out for a pirate's life, are you? Well, buck up. We're almost there, then you can live your life happily in a pressure suit for the next six months or so."
"Hmph." Madeline goes back to staring at the wall and tries not to let the violent churning of the ocean get the better of her.

Dome Construction Site, International Waters, Sea of Storms
Sian clomped along uncomfortably in her too-big pressure suit, a little scared of the weight of water pressing down on her. They were, after all, at the bottom of a sea.
"The framework's coming along well," Autenai tsaReiya said, waving a suited arm at the seemingly delicate framework of hexagonal struts arching overhead.
Autenai was Site Naval Coordinator, and the originator of the non-official name for the dome, "the Aquarium".
"Yes," Sian agreed over the radio, "We're almost ready to begin installing the plating now. And then, Fate be blessed, we can drain the dome. It shall be good to get out of these suits."
Above them, workers climbed or swam around the framework, where near the top a suit with Der Angst markings was directing a construction supramine in setting a strut in place with the others.

The supramine stopped, it`s pilot slightly confused. Anne took a deep breath. She didn`t exactly like working underwater... Angstians suffocated twice as fast as normal humans. Of course, she could have taken the artificial gills, but... Well, she was somewhat interested in keeping her beauty. Or what Angstians thought was beauty... not exactly identical to what is common.
Anne looked at the strut that had been nearly cut off by the supramine, and sighed. Well, i hope it gets better...
