After spending the whole night sleeping and eating fish in the beautiful lake, the weredolphins returned to the human form, to attend the conference. They quickly dressed with the robes and rushed to reach the conference room on time.

As they arrived to the conference, they were given the treaty's copy to read. After reading it quickly, Inky spoke with his broken English again...
"My nation agrees with the proposal and signs it, but we request that a special amendment is made to our signing of the treaty. Working is voluntary in our nation and, those who don't work, don't suffer any kind of punishment. We don't see the need of making our citizens work 40 hours and so, we will let them decide if they want to work or not and how much time will they do it. Otherwise, we fully support this treaty and sign it."

The People's Republic of Caselonia, its delegation having familiarized itself with the preceedings, requests to join this conference. The treaty of the CACE put forth by the delegation from Xikuang is worth discussion if not outright signing.

We request to participate in the precedings as a member of The East Pacific region.

Mr. de Valera has prepared the following statement:

"Socialist nations of the world, and developing nations, regardless of economic and social ideals! We cannot be content to be crushed underfoot by large nations who have taken it upon themselves to become a 'regional police force' of some kind! Individually, we are considered the 'Third World', 'Developing Nations' or a plethora of less flattering titles. Individually, we are indeed developing; we are not stagnating like many of the so-called 'First World' nations.

We can stand up to tyrants, no matter how titanic, but our solidarity as nations dedicated to improving the lives of our citizens must be paramount! Adopting the CACE Treaty is an important step in this direction! Who among you could honestly say that fair work practices becoming law in your nation would threaten any but those who threaten the freedom and well-being of our citizens as it is? This treaty is right and it is just and it is imperative that we adopt these measures, whether under the CACE banner or not, in their true spirit: to improve the lives of our workers!

Thank you, that is all I have to say at this time."

We agree with the economic philosphies of the CACE, private enterprise is illegal in my nation. We believe that socialism is the cure for the majority of the world's problems. But, I must still think of signing this treaty. This treaty will have an great impact on our socio-political world and will might cause some tensions with other nations. I also wish to remain allies with the nations of Rotovia and continue to have great trade relationships with the nation of Aleosia.

The Xikuangese are clearly pleased at the positive reactions to the treaty. Raising an eyebrow at the sudden kafuffle from the Iansislean delegation, she turns to address other concerns expressed.

After all, we only signed that treaty because their Green party was running foreign policy. Since then, there's their nuclear explosion, the rise of a Hell Oil executive to power, and their rather provocative war games. I have to admit that the ecologically-minded, peace-loving country we wanted to trade with no longer exists."

"And anyways, CACE will pay us top dollar for our food exports," Rumbiak laughs. "They're practically starving to death up there."

"Well, i'm still not sure. Let's assemble the presidency over lunch and make a decision."

Wiping his mouth and setting down his napkin after the delicious lunch of fried Tanah Burungian oysters ( 8) ), Daniel de Valera leaned over to one of his aides and spoke in a hushed tone.

"How many more delays do you think these Capitalists will make before the treaty can be signed, Eduardo?"

"I haven't a clue, sir, but I do hope it is soon. Caselonia certainly needs these trade contracts. The humanitarian aid from Marxist Int'l and the Community of Athamasha alone cannot move our economy past 'Developing', I am afraid," replied Eduardo Mendez, senior aide to the Caselonian Minister of Foreign Affairs.

Minister de Valera looked at Eduardo for a long moment before replying, "Well, I suppose I shall prepare another statement to put before the Conference. I think I have a method to get the CACE Treaty through in a quick manner without riling the Capitalists too much."

Ladies and gentlemen of the Conference, I speak to you once more in the spirt of this conference: Solidarity.

Our differing economic views cannot take precedence to the fact that we need to trade primarily with other developing nations so that we may all reap the benefits of the tenets proposed at this Conference.

I have taken the liberty of mildly editing the CACE Economic Bridge Treaty. I will not read the entire thing to you now, as no major edits were undertaken (these were mainly clarifying edits, such as the work week issue the Weredolphins brought up); the point being made is that if you read Section IV of the Treaty, Trade Requirements, you will see the four major levels of trade undertaken by signatories of the CACE Treaty and CACE member nations.

Those of you who are not CACE members may still trade with non-CACE members and nations who are not signatories, as may CACE signatories and members. But signatories of the treaty are simply required to seek trade with CACE members and Treaty signatories first. This is a step that all Developing Nations need to take, and I implore all of you to ratify and sign this treaty post-haste.

Dhawan glanced over at Blayer, who nodded at him. Slowly and with a very clear intention, the Gallagan native rose, adjusting his tie slightly and pushing his glasses further up his nose. After receiving permission to speak, he cleared his throat slightly.

"Assembled and honored delegates: before I say anything, I would like to clear up one point: Although I am the leader and representative of His Iansislean Majesty's Combined Government, in no way am I the final arbitrator of that same government. Any statements made by me today, and decisions I undertake: all will have to be reviewed and authorized by a full session of the Commonwealth Combined Parliament. I mention this only because some -" he glared directly at the Caselonian delegation "- parties present may speak without considering the will of the people and their elected government.

"Ladies and gentlemen," he continued, "I find myself, once again, needing to speak out lest the noble ideals which were meant to govern this conference be swept away by the tide of ignoble international politicing.

"I also find it sad that certain powers, just yesterday so in favor of conducting the conference in the political vacuum it need to bear true fruit, have seen fit to bring to the table such blatantly partisan papers that are so largely irrelevant to the conference. The Coalition of Anti-Capitalist Economies may be a wonderful organization, but it is also an unabashedly biased one.

"Our honored colleagues may have not intended this as an amendment to the Conference's final decelerations; in fact, I certainly hope they did not! But the fact remains that even passing the treaty about the room is contrary to the foundations of self-determination upon which the conference stands! I came here, to this lovely country, expecting to be able to exchange aide. However, I find only a group of embittered bigots, throwing about terms such as 'top heavy military tyranny' and 'regional police force' like little school children who have been called in from recess.

"Before I left for Tanah Burung, I was authorized by Parliament to inform the floor our intentions of donating over five billion generals after the final ratification by the same Parliament of the conference's declaration. However, I can guarantee that, if threats upon our sovereignty such as this -" he slapped the CACE treaty "-continue to be propagated, Parliament will not approve the declaration, and Iansisle will be forced to find alternative means of finding technological aide: be it through the New Highlands Alliance, the Pan-Tilsitia Organization, or..." He paused for a moment, then grinned, "The World Business Organization."

Dhawan took a brief sip of water, then bowed at the Tanah Burung delegation. "Thank you; I return the floor." And he sat down, awaiting the reaction.

"We thank the delegates for their comments so far," he says slowly, feeling out each word to avoid offending anyone present. "On the question of permissible topics, the current agenda item is the terms of trade with developed countries. The delegation of Xikuang is within its rights to bring this item to the floor. And other delegations are, of course, more than welcome to bring their own points to the floor on this general topic, whether or not they pertain to the treaty that CACE members have presented.

"Now, we are preparing a final draft declaration for this conference, as was done at the first conference in Golden Agate, and this will be designed to represent the consensus of the conference. The question of this economic treaty is a separate one. Our current thinking is that the final declaration will take note of the treaty but not endorse it, since some countries seem inclined to sign and others do not. But this is only our current thinking. We will, of course, be guided by the feeling of all nations assembled."

Hope that will smooth things over, he thought. Then he remembered something else.

"My government is still considering this treaty: it would force us to sever trade agreements with friendly nations, one of which is a member of the World Business Organization. But if we do agree here to sign, it will of course be subject to approval by national referendum."

The duque read the offered CACE treaty a couple of times before stating his position: "The Ecotopian Grand Duchy of Hell Bovines fully agrees with this treaty and therefore, signs it. We think that the workers' rights ought to be respected. However, we wish to state that the signing on this treaty won't affect in any way the grand duchy's relations with capitalist nations."He looks torwards the ianislean delegation.

"About the important issue of trade with developed countries, Hell Bovines' opinion is that the trade between developing and developed nations should be a mature relation, and not one of neocolonialism or economic imperialism. If developed nations want to trade with the third world, it should be a fair trade, a trade among equals.
For many years, the so called 'developed' or central nations have imposed their destructing free-market policies on the poor developed or periferic nations. This must change now. Trade must exist, but it should be in a mature way and avoiding imperialism and economic opression."

The governement has said it will sign the treaty, but, these issues must be cleared up, first."

Takeo Katana then stood up and addressed the chair, "If I may?"

He waited for consent then continued, "I must agree with my collegue Prime Minister Dhawan in regards to this treaty. While workers right and protections are very important, it is not up to this body, or this declaration to force signatories to impose the will of CACE or the WBO or any other group, on their businesses.

"While many of the points raised in the treaty are worthy, and I do stress that every nation here should look into enacting some of them on their own, to force a new partner to adopt new guidelines that might not benefit them, with the hopes of maintaining some kind of benefits doled out to them, this is not only sad, but scary. What happens if a nation should not keep to the letter of this treaty? What happens should this body decide to back this treaty, only to come around and find themselves set up as satellite states, working to feed the hungry mouths of their new lords instead of their children?"

Signatories are required to enforce the dictates of this treaty and may not act in a manner contradictory to the treaty. Signatories must honor the requirements the treaty places upon their nations. Signatories which fail to enforce a section of the treaty, or act in contradiction to the treaty, will be immediately suspended and must reapply for full benefits.

"To enforce taxation maximums, and allocations of stock to employees of a country run in another nation is nothing less than a cut in the rights of the people of that country to run their businesses. How will they be enforced? Or are these 'enticements' just strongly suggested?"

Nations which are not members of the CACE and not signatories of this treaty reside in this level. CACE members and Signatory Nations are barred from trading with them without explicit permission.

"And forcing the businesses of nations to trade only with CACE members? Does signing this agreement give the CACE the right of first refusal should a private company want to trade with a nation not given the CACE seal of approval? Should they come, hat in hand, to ask for permission if they can trade with old partners? Would you like to tell the private businesses in Larkinia why they may or may not continue trade with a business in another nation?

"And what of the conflicts caused by this treaty? What happens to those nations, like Aztec National League, who might be forced to sever ties with other nations? Is the CACE willing to state, right now and in writing, that the losses incurred by cutting trade will be compensated to the very last Dollar, General, Credit and NuYen? Should a nation decide not to deal with trade unions, or if a business decides not to follow through on the agreement signed by their government, what then? Will you rip away the carrot of benefits you dangle in front of the citizens of Hell Bovines or Tanah Burung or the Aztec National League should a business not do your bidding? What then? If trade is stalled or halted between a non-treaty signing state and a nation that signs this, will the CACE compensate the businesses involved or would it be up to the individual nations, shackled to this treaty like an anchor in the ocean, to come up with the difference?

"Right now, I would hope that the next motion to be made is one to table this treaty indefinitely and move on with an open-ended, discussion of the topic at hand, without trying to push too much of one group's agenda. This is an interesting treaty, to be sure. It can be considered by individual nations if they are interested in signing on to it or not, it should not be forced upon those who might not be able to see other options at hand. If the CACE want to bring this up, let them, in each hotel room of each dignitary one by one, not on the floor of this conference!" Katana finished, his voice rumbling through the hall as he slammed the treaty down on his desk.

Javin just sat at the desk, sipping his water, looking for the nearest exit point then putting his head in his hands, This is why I'm not in politics...

An aide walks to the Iansislian table and hands Dhawan a note during the speech.

Dhawan read the note, then smiled up at Katana while he spoke. It was indeed nice to know that Iansisle would not stand alone on its principles during the conference. He quickly scribbled out a return note, handed it to an aide, and directed it to any available Katana.

Daniel de Valera leaned over to his aide and whispered, "Here we go, my friend," with a wink and grin.

After being recognized by the chair, Minister de Valera stepped up to the podium and began his statement.

"Nations of the Third World. We have many differing forms of government, differing ideals, differing ideologies and most certainly differing economies," he said as he looked at the Iansislean delegation.

"The important thing is that we are all here," de Valera said firmly, with a sweeping gesture of his arm around the assembly, "and that we are all interested in improving the standings of our nations! Perhaps the democratic nations here did not send their delegations with the authority to make decisions. The people of Caselonia are not burdened with such setbacks," again with a hard look at the Iansislean delegation.

"I believe that the delegation from the People's Republic of Caselonia have a solution to this problem that is plaguing this conference. It has degenerated not into regional factions but into ideological factions. But I think I speak for many nations when I say that I am offended at being called a 'school child' by certain individuals present when those same individuals are passing notes to each other during the precedings. Oddly reminiscent of school children, I must say," with a glare toward the aides scurrying back and forth between the Larkinian and Iansislean delegations.

"This conference cannot, MUST not degenerate further into personal squabbles," said de Valera, the point driven home by a fist pounded into the podium surface. "We do not all have to sign a treaty or agree to anything, save the fact that we must begin trade among ourselves in order to develop our nations!"

Minister de Valera cleared his throat and sipped a glass of water, a partially futile attempt to stave off the fervor which was wont to overtake him during passionate speeches.

"I believe the PRC has a way to solve this issue. Despite the fact that I, personally and with the backing of my government and people, disagree with capitalist nations' economic policies and believe that they are in fact destructive rather than constructive, oppressive rather than liberating, the fact remains: this Treaty cannot remain within the bounds of the CACE. There are simply too many limiting factors that exclude non-CACE members. The People's Republic of Caselonia is not currently a CACE member. We will be seeking membership, but as it stands the CACE Economic Bridge Treaty would be exclusive towards Caselonia as well. I propose a re-working of the treaty, to be called the 'Third World Solidarity Trade Treaty, Tanah Burung Conference Draft.' This will include a revision of section IV of the CACE Treaty, which delineated trade practices and acceptable trading partners."

After that statement, de Valera definitely needed some water and took two sips before continuing. "Ladies and gentlemen, there are some things that supercede economic practices or governmental ideologies. Those things are national sovereignty and self-determination. And in order to move forward, both in this Conference and as nations, we need to 'get the ball rolling' as it were. And I believe that a treaty outside the boundaries, or jurisdiction, of the Coalition of Anti-Capitalist Economies is the only way to get said ball moving. The Caselonian Delegation will undertake the re-write and it will be distributed to the members later this evening.

That is all I have to say."

Barely able to keep from breaking into an impish grin, de Valera strode back to his seat with a smirk. He was ready for a drink.

"Yes sir, they sure do. I'll be in danger of adding a few pounds by the end of the trip myself," replied Eduardo. "What is on the agenda for the rest of the day, sir?"

"Well, we really must put some structure to this Conference. So far it has been only quibbling between Capitalists and Anti-Capitalists about this damned CACE Treaty. Hopefully our amended version will get better review and we can move forward. But I firmly believe that the Third World Solidarity Conference needs to become the alliance of the Third World. Our version of NATO, the EU and the UN all rolled into one with the interests of our small, developing nations at heart instead of the large, entrenched nations," de Valera pointed out.

"Yes sir, I certainly agree with you there. Let's just hope the Capitalists see it that way as well, sir," replied Eduardo with a faraway look in his eye.

Takeo Katana started reading the new treaty with interest, at last someone was thinking outside of the standard box.

By the time he finished reading it, he picked up his copy of CACE treaty.

They're almost the same damn thing. A few edits to address penalizing their businesses even more and replacing CACE with 3WSC. Same fleas, different dog...

He picked up his pen and quickly started to edit the new treaty to include other ideas instead of the same, old rehash.

The Third World Solidarity Trade Treaty, Tanah Burung Draft

I. Terms of Compliance

Signatories must pass and institute legislation to meet the requirements set in below within 1 year (365 days) of signing this treaty. Full compliance will be assumed from the signing of the treaty, and will be evaluated after one year. Signatories that have failed to bring their nations into compliance with the treaty will have all benefits suspended until they have met the treaty’s requirements. After the first year, any nation that fails to meet the treaty’s requirements will be placed on one year’s probation with re-evaluation at the end of that year. Failure to comply with the terms of the treaty at the end of the one year of probation will result in suspension of benefits until they have met the treaty’s requirements.

Signatories that meet the upper tier requirements as noted specifically will be granted Trade Primacy status. Primacy grants greater access to markets and resources, and the requests of nations with Primacy status will receive preferential treatment over Base-level nations. Trade Primacy status is cumulative; the more areas a nation meets upper tier requirements the greater the benefits.

Signatories are required to enforce the dictates of this treaty and may not act in a manner contradictory to the treaty. Signatories must honor the requirements the treaty places upon their nations. Signatories which fail to enforce a section of the treaty, or act in contradiction to the treaty, will be immediately suspended and must reapply for full benefits.

II. Labor Requirements

A. Wages

1. Companies operating within, or doing business with companies within, the signatory nation must pay their workers a living wage.

i. Living Wage is determined individually for all nations: it is calculated by adding the mean cost of food for the worker and one dependant, housing for the worker and one dependant, electricity, water, local telecommunications, schooling for a dependant and +30% discretionary spending.

ii. Signatories which set a Living Wage 10% or more above the amount listed above will be granted Trade Primacy.

2. Wages may not be denied for time worked. Companies found to be in violation of this clause will be fined no less than 10,000 WD per day until all back wages are paid.


3. Wages must be paid on a regular basis not to exceed one calendar month in duration. Companies found to be in violation of this clause will be fined no less than 10,000 WD per day until wages are delivered on an acceptable schedule.



B. Work Schedules

1. The base pay work week is set at 40 hours per week (less is acceptable, more is not). All hours from 41-60 must be paid at time and a half. All hours from 61-80 must be paid at double time. No worker can work more than 80 hours per week without their explicit, written consent, and all hours over 80 must be paid at triple time.

2. Full time workers must have health and pension plans provided by their employers or the state. Part time workers must have health plans provided by their employers or the state.

i. Full time is defined as working a minimum of 32 hours per week, or 32 hours or more on average for a 50 week year. Part time is defined as working 15-31 hours per week, or 20 hours per week on average for a 50 week year.

ii. Signatories that set a full time work week at 35 hours or less will be granted Trade Primacy status.


C. Workplace Environment

1. No company may operate a business in a hazardous environment. Companies found to be operating inside hazardous environments will be fined no less than 50,000 WD per day until operations cease in hazardous environments.

i. In situations where hazardous conditions cannot be avoided, workers will be fully informed as to the nature and degree of risk, and companies shall have the responsibility for the implementation and maintenance of measures minimizing worker risk, i.e. the provision of protective clothing and equipment; provision of adequate and appropriate training; medical and psychological support; maintenance of sufficient staff; other measures as appropriate to minimize individual exposure to a hazardous environment and increase worker safety.

2. Workers will be protected from all types of workplace discrimination and harassment, including but not limited to harassment based on gender, race, ethnicity, creed, sexual preference, or political beliefs. Companies may be brought to court on civil charges by individuals for violating this clause.

i. Workers shall not be dismissed on the grounds of calling for investigation into workplace conditions. Companies may be brought to court on civil charges by individuals for violating this clause.

D. Labor Unions

1. Signatory nations must recognize unions formed for the purpose of collective representation of workers.

2. Signatory nations must take appropriate steps to ensure the ability of unions to strike, and must appoint unbiased mediators to resolve disputes if a strike continues for 30 days or more.



III. Investment Requirements

A. International Investment

1. Taxes on foreign direct investment from signatory nations will be capped at 12% in addition to local taxes. In order to be eligible for this clause, domestic stockholders must own at least 66% of the firm’s shares. Nations which set FDI taxes at 6% or less will receive Trade Primacy status.

2. Signatory nations must institute at least 1% tax on FDI, which must be spent on either education or social welfare projects; nations which set this tax at 4% or higher will receive Trade Primacy status.

3. Investors with residence of holdings in signatory nations may only invest in holdings and nations which abide by the regulations of this treaty.


B. Domestic Investment

1. All companies must be at least 25% worker-owned, either through direct ownership of stock or through stock options in retirement investment funds. Companies which are worker controlled, where workers own and vote 51% of stock, will be granted Trade Primacy status. Nations which require companies to be 51% worker owned and controlled will receive Trade Primacy status.

2. Signatory nations must regulate banking investment. Nations which make bank investment in the open stock market illegal will receive Trade Primacy status.

3. Signatory nations must regulate domestic stock markets. Nations which criminalize to felony level trading violations such as insider trading, fraud or stock manipulation will receive Trade Primacy status.



IV. Trade Requirements

A. International Trade

1. This treaty will establish four levels of trade between the Third World Solidarity Conference (3WSC) member nations and non-members.

i. Member Nation: This status is only available to Third World Solidarity Conference members. This is the preferred method of trade among developing nations and signatories of the Conference Accords.

ii. Primary Trade Partner: This level is the highest level available to non-3WSC members, and is made of nations selected by the 3WSC Production and Trade Board. These nations are free to sell their goods to 3WSC nations and 3WSC nations need not seek permission to trade with them.

iii. Standard Trade Partner: This level is available to all other signatory nations of this treaty, but 3WSC members must seek goods from 3WSC members and Primary Trade Partners first before purchasing goods from Standard Trade Partners.

iv. Non-Member Nations: Nations which are not members of the 3WSC and which do not recognize or practice the provisions set forth in this treaty reside in this level. 3WSC members are not barred from trading with these nations, but it is discouraged. Trade with ‘Non-Member’ status nations is strictly prohibited if goods can be traded with a Member Nation or Trade Partner, fines and sanctions to be determined on a case-by-case basis by the 3WSC Executive Council.

Minister de Valera paced back and forth in his mind while waiting for to be recognized by the chair. The treaty rewrite had not gone as he had expected; he had expected more acceptance and enthusiasm.

After being recognized he strode to the podium, glanced back to his table quickly, then stepped up to the microphone.

"Ladies and gentleman of the Conference," he began, "apparently some of you, namely Larkinia, have not understood my intent in the rewrite of the Treaty. As I specifically stated before, the tenets of the Treaty were not going to change substantially. The only reason for my rewrite was to take the guidlines and policies laid down in the CACE Treaty and pull them outside of the CACE framework. This treaty should include all nations at this Conference, and I hardly expect Capitalist nations to sign a treaty drafted by the Coalition of Anti-Capitalist Economies!"

"That stated, the '3WSC' you see in the rewrite needs to become much more than an acronym. The Third World Solidarity Conference needs to become an international organization dedicated to the interests of smaller, developing nations. The UN has simply too many members to be effective, and is, of course, controlled by the interests of extremely large states with 'Frightening' economies."

"The 3WSC structure needs to be started on today," he spoke, emphasizing the 'today' with a poke of his finger into the podium. "The Caselonian delegation proposes that the 3WSC consist of an Executive Council, similar to the Security Council of the UN, with rotating members. There will be no permanent Executive Council members, however. There also needs to be a sub-unit dedicated to overseeing trade and that the signatories of whatever Treaty we finally decide on in this Conference adhere to what they signed, and trade primarily, not exclusively, with other signatories. We can expand upon all of this later, once the groundwork is laid. But we need to get something rolling now, ladies and gentlemen. We've dallied around far too long; let's get to work!"

And with that, he turned, strode back to his seat and sat down. Minister de Valera sincerely hoped that might 'light the fire' under the Conference's proverbial asses.

Ambassador Johnson, who was comforted somewhat because his department's number one objective (ordained by Parliament and achieved by the continuing close relations between New Highlands states Larkinia and Iansisle) had been achieved, was nonetheless gazing out at the delegations who were eying Iansisle's delegation like some sort of wild animal. Minister Lord MacIntyre, in the meantime, had awoke at long last and was gazing about in puzzlement.

"Ladies and gentlemen, as I look around me, I see very few nations whose delegates attended the Golden Agate Conference on Third World Development. I see Iansisle; I see Larkinia, our gracious host of days past; I see the skilled diplomats of Tanah Burung; I see the honorable Duque of Hell Bovines.

"You may ask why I see so few who once were present, and I have a ready answer for you: because the Golden Agate Conference and its deceleration worked. Some states who were not present then, especially those who prefer to allow an armed minority to impose its will over the majority, may not realize just how powerful a tool for prosperity self-determination is.

"A few of my colleagues here talk a good deal about liberating the Third World from the tyranny of developed states. That's all well and good, but why leap from the proverbial frying pan into the fire? Why liberate yourself from the First World to be able to chain yourself to the Third or, as earlier speeches have suggested, to the Second? Any way you look at it, ladies and gentlemen, slavery is slavery!

"That is why I propose an alternative treaty be drafted for the economic section of this conference. One that relies not so much upon 'mandates' and 'enforcements' as upon 'incentives' and 'rewards.' One that doesn't set any quotas, any regulations, any fines or any sanctions. Iansisle, myself included, would of course be happy to draft such a document, and would make sure that it is one equally friendly to free and regulated markets."

Minister Lord MacIntyre looked up sharply; he didn't know what all this was about, but drafting a treaty proposal sounded like work for him! And that was bad! However, Dhawan wasn't quite finished:

Yi'i frowns, and the Xikuangese confer quietly amongst themselves, listening to the other delegaes. At the presentation of the amended versiion of the treaty, this quiet discussion becomes more lively, and eventually they settle down. Xiao Ngari now takes the floor.

"Honoured fellows, may I speak to the concerns of the delegates from Larkinia and Iansisle. t was never the intention of the CACE to seek to impose its will upon anyone. Until now, the CACE economies have been closed: the Charter had required of member nations that they trade only with other CACE members, exceptions granted by simple majority vote... though there have never had to be any of those as far as I am aware. By bringing this treaty to you, we do not pretend to offer a total solution for international trade that involves our standards to be applied everywhere. We open our economies, which collectively ar quite powerful, to nations who are willing to meet our rigid standards in international trade. We hardly expect that this will suit everyone, but for those whom it does, be they capitalist or not, we welcome their trade partnership.

"As to the proposed amendments to te treaty, we are not authourised to make changes to te CACE Bridge Ecnomic Treaty, as changes and re-ratifications can only be made by the CACE Body, which, as you'll understand, take time.

II: The Third World Development Pool and Its Board

A: Every signatory nation is asked, but not required, to donate a sum of money, amount of their choice, to the Development Pool.

"As i see it there are three drafts before us. There is the CACE draft presented by the honourable delegation from Xikuang for our consideration. There is the amended Caselonian version, which attepts to shift that treaty into one under our own control -- and if i may anticipate, to come to terms with CACE at a later date, as the texts are close. And finally, there is the text before us from our Iansislean friends.

If we make a third world treaty, it should be one that lets freedom of action to its signatories. Hell Bovines is a socialist-marxist nation and damn proud of it, but that does not mean we dislike all capitalist nations.
With no intention to offend anyone: the ianislean draft wants to impose free-market policies, while the caselonian wants to impose protectionist ones.
We are not here to discuss about our nations internal affairs and economic policies, but to discuss of what really matters: trade between the third world. My proposal is that we create a treaty that lets each nation select its own economic policy, with no sanctions or rewards to certain economic policies. We are here to trade and discuss as equals! So, why do the proposed drafts have priorities torwards socialists, in the case of Caselonia's, or priorities torwars free-market, in the case of Iansisle's?
Let us create a treaty that benefits us all, whether we are socialists or capitalists.
If a treaty like this can be achived, hell bovines promises to contribute to it with 1.5 billion USD, a lot for our humble economy.

"We too are a socialist nation. However, we de not bar trade from other nations just because of their economic system. While I do believe that the CACE has many good things in it, I believe in having exteneded trade with all nations would be even more benefical, granted that it is fair trade. The system of Lazie-Faire trade will lead to coruption if left unregulated, and that coruption will cause the prolitariate to suffer while the small percentage of wealthy buisness owners will profit. I believe trade should be expanded to all nations, but it needs to be regluated. That regulation would be making sure companies do not move over seas and exploit the land, resources and people of the third world. Also, making sure that all people are paid a decent amount in safe conditions. Making sure that everyone benefits and no one is left out. If this seems like a impossible task, I beg to differ. What I propose is simular to the CACE treaty, but it is all inclusive, it allows nations to work togehter without having to worry about idealogy.

While I am not an avid fan of capitalism, it does not mean I can live with it."

I think it has merit, and I think it is valuable. But I do not think it is enough!"

Members of the Conference;

I have seen the amendment proposed by Caselonia and I cannot say that I support the changes, especially as one of the original authors. The proposed changes weaken the treaty, strike against its main purpose, and will in fact result in critical damages to your economy. Ratification of this treaty by the 3WSC, or its signature by individual nations, will prove most beneficial for your economies.

First, though, let me address some confusion that seems to have emerged. This treaty does not mean trade will only be with the CACE; the CACE is explicitly mentioned because our nations have remained a closed autarchy, and it was considered important that our involvement be made explicit. Trade will be among all signatory nations, and should the 3WSC choose to ratify the treaty then trade relations among the assembled nations will remain strong and prosperous.

Second, as always the most erudite delegation from Xikuang has stated a fact: the CACE would not be able to honor or recognize the editted treaty because we would, de facto, be supporting nations which continue to exploit and abuse their workers, as well as run unsustainable and highly unequal economies.

Third, the Bridge Treaty, as ratified by the CACE, does not endorse any kind of economy, instead setting objective standards to be met. Clearly you cannot meet the treaty's criteria with purely free markets, but we also do not require tariffs or large corporate regulatory bodies. If you can do it I say more power to you, I'm not here to turn the world into clones of SeOCC, lord knows that would be terrible. Rather, I desire to see workers protected and economies strengthend for all, not for the few lucky enough to own 95% of the means of production.

Let me then explain, briefly I hope, how the changes proposed by Caselonia would be devestating to your economies.

Generally speaking, half measures fail. This is no exception. Let me illuminate exactly what will happen if you sign the Caselonia treaty and then if you sign the Bridge Treaty as ratified by the CACE.

Both will force your nation to face capital flight, this I will not lie about. However, what happens after, well, the proof is in the pudding.

If you allow corporations to trade with non-treatied nations, how will you discourage them from trading? What will actually prevent corporations from using sweatshops in other countries to cut costs? Let me ask you truthfully: as developing nations are you willing to have your development paid for by the dehumanization and suffering of workers in other nations? Is that not the thing you seek the escape for yourselves?

Corporations seek only profit, period. This is an institutaional fact. Therefore they will do all that is legal in order to turn a profit, which means they will outsource, the will contract to low wage sweatshop nations, and more importantly, they will export jobs that should go to your people to a sweatshop on the other side of the world.

Caselonia's treaty also punishes local corporations without international holdings. While multinationals in your country will be free to seek cheaper labor and goods in other countries, local business will be bound by the treaty in every way, lacking the resrouces to outsource. This will place local business at a disadvantage, as they will be paying their employees a living wage and abiding by the humanistically inspired conines of the treaty. Multinationals, though, will pay slave wages to sweatshops and be able to undercut local business.

This will result in local business going out of business, meaning that multinationals will increase their presence in your country. Recall, money that goes to a multinational leaves your country and does not come back. This will, eventually, force you to leave the treaty since multinationals, if allowed to employ sweatshop labor in other countries, will never pay a living wage to your people. The end result is wide spread unemployment, a falling standard of living as your people return to competing with other countries in a race to lower wages and environmental standards, and of course, the exit of wealth from your nation.

The Bridge Treaty was not created haphazardly, and was designed to sold these exact kind of problems. Yes, as stated, there will be capital flight, but now local business will be at an advantage, as they have already adapted to operating using only resources insider your country. Multinationals will pay large shipping costs to acquire goods from other countires with wages equal to your own, while local business will already have local suppliers prepared. Furthermore, as local business gains a larger market share, for those with operating capitalist economies, your people will benefit as they now share in the increased wealth generated by money staying inside the economy.

And because you are trading with other signatories there can be no race to the bottom for wages, meaning competition will be on a level basis, regardless of development. This means that if you traded with, for instance, SeOCC, there would be no Core-Periphery unbalance as we have of cutting costs out from underneath you.

Furthermore, and I think this is critically important, I cannot stress the importance of trade with the CACE. The CACE is made up of non-capitalists, meaning we don't turn profit, which means you win. I can guarantee any CACE nation will be able to pay you over market value for goods we buy and sell you goods for under market value. How? No, we are not cutting you a deal, this is not a used car lot. It relates to us not turning a profit.

When you trade with capitalists they need to jack up prices on what they sell you so they can take their percentage, and they'll pay you less than what your goods are worth so they can sell them at their true value and pocket the differance. We do not need to do that, and so trade with the CACE will always be more profitable and prosperity building than trade with capitalist nations. We can simply afford to give you more.

So in conclusion, though their motivations were clear and well thought out, the amendments made by Caselonia would in fact ruin your economies. The original Bridge Treaty, though, remains as strong element in your economic development, as it provides stability for your standard of living, access to an unsaturated non-profit market and, most importantly, aids the development of local business infrastructure which has been proven beyond all doubt to be the single most important element in economic development.

I hope all nations assembled here will choose to sign the Bridge Treaty and end the pointless conflict between the capitalist and non-capitalist world. We offer a new way to seek prosperity, to achieve prosperity, and to move towards the future in cooperation and solidarity.

We did set up a Developing Nations International Monetary Fund at Golden Agate only open to developing nations themselves, and this is perhaps a better vehicle for realizing the goals of a true Third World organization as proposed by our friends from Iansisle and Caselonia. It currently has a 5-country executive of Hell Bovines, Iansisle, Larkinia, Tanah Burung and West Token. Perhaps this body could do the work of the 3W executive suggested by Prime Minister Dhawan. And there is no reason its membership could not rotate."

Rumbiak bows in turn towards the delegations he has just named, before continuing. "Now, as to free trade. I have to say, I do not speak for the whole of my government in saying this, but i am suire i speak for all the working people of my country. At Golden Agare, some criticized me for saying, To Hell with your Aid! If there is a treaty designed here to force my country into free trade, then i'll say: To Hell with your Trade! Free trade without protections for the people is nothing but an imperialist scheme to wreck our economies and hand control to soul-less corporations!

"What we need is fair trade, and that means trade among ourselves first and foremost. We would prefer trade with other nations of the Third World, nations that will not seek to oppress and bleed us dry, to any other form of trade. I say, let us agree to a trading bloc today, one that treats its working people with respect and dignity, and then let us think about tying that bloc to trade with those countries that also treat their working people with respect and dignity. I am inclined to sign the treaty that Xikuang has placed before us, but if we sign as a group, and not as individual countries, then we will be too strong a group for the wealthy nations of the CACE to take advantage of. Together, we are powerful!"

Rumbiak directs a glare towards his colleagues, who are squirming at his choice of words, and continues to speak. "My last comment is on the concept of autarky. That means a closed-loop trading system. Yes, it means we give up trade with any country outside the closed loop. It means that money earned within the closed system, money earned by the sweat of the working person, will stay inside the system and not be leached off to the oppressors in other countries. Isn't that worth a few lost trade ties? If a country is not willing to respect some basic standards in how it treats its working people, do we really want its trade? I say no. I say, if they want to treat us as sweat shops, to hell with their trade! I say, sign this treaty as a group of Third World nations. Then, sign this treaty with all who will sign it, the CACE, the Non-Human Union, whoever. Enough exploitation, time for fair trade!"

He wipes the sweat from his brow. Speeches are hard work! "Summing up: let us agree to a trade bloc of the Third World. Let us formalize that by a treaty that protects working people. And finally, let us agree to trade with those other blocs that also respect their workers, by signing the treaty placed before us with CACE and other countries."

Of course is important to ensure that the signatory nations respect some basic working and human (and non-human!) rights, but this trade should not have priorities torwards certain ideologies.

Minister Rumbiak, first off, you raise many fine points that trade should be fair, and I agree with it. You should always have the ability to say 'no, we will not trade with you under the constraints', free of the anchor of 'planned ecomonic trade.' free of explotation

"You may say 'to hell with your trade'. I reply, How Dare You!" Javin roared, pointing at the minister.

"How dare you assume that a nation with a free-market economy must be engaging in shady dealings. I'll challange any nation here, or in the CACE to come to Larkinia to see how our companies treat our workers and citizens, and yet we did it without having to follow the words of this treaty," he added slamming his hand on the podium. "Does that mean we don't qualify to be a trading partner? Because we choose to follow our own path and not be dictated to by some... dictatorial, 'do as I say' group? Because if we do it's a damn shame to have our trading ties cut especially at a time we would like to expand them with our friends here, especially when the leaders assembled here didn't decide to cut them except in the interest of following a new treaty.

"How dare you turn to tell another government how to run their country, for that is what a treaty like the CACE or the 3W treaty is forcing you to do. The CACE Treaty is nothing more than a chance for the CACE to expand its influence over nations. If the WBO or ANH or any other group pushed a treaty forward, they would probably be accuse of 'imperialism'. Forcing their ideology on other nations, how is this not? So let's cut to the chase and call this what it is, instead of accepting what is fed to us like sheep, in the interest of 'acting today'," Javin added with a look at Minister de Valera. "And what happens? What's next? When the CACE needs food from your citizen's mouths, will they take it as part of 'need-based trade'??

"The Duque stood up and said that he wanted a treaty that would allow the freedom of action to it's signatories. Then he said he would sign the CACE treaty, a treaty that doesn't allow that freedom of action, only the freedom to follow... possibly in chains if you become addicted to the opiate of 'need-based trade', making you dependant on having those needs dealt with from your neighbors, and those 'higher-ups' who dictated the requirements of this treaty, instead of dealing with it on your own. That's what the DNAC was founded upon! And the Third World Universities we have agreed to! Taking donations and raising money for the Third World to tap to learn to deal with problems they would face. Adapting and overcoming instead of acceptance and servitude.

"The treaty written by Dhawan points toward this direction, to not steal your freedom to act like a thief , but to allow you to decide how you want to move forward. The preamble even quotes..."


Recognizing that self-determination is the most important factor in prosperity; Assured that less developed nations no longer wish to be the slaves of external forces; Firm in our devotion to a spirit of camaraderie among less developed nations..

"But if that's not enough for the nations here, in the interest of moving along. I'd like to offer the following to be the only statement of economics for this conference."


Recognizing that every nation has the right to choose their own ways of advancement and believing that one nation does not have the right to fascistly enforce their national views on another, we of the Third World Solidarity Conference stand together that each nation has the right to self-determination.

That trade should be based on the enforcements of rights of workers in a nation. That one nation does not have to trade with another nation who's values they do not agree with should they not want to. That trade between two signatories of this treaty be fair, to be determed in a meeting between the trade representatives of those nations before trade talks begin. Trade between signitories of this treaty should be encouraged.

And as nations vary in their ability to protect workers rights, they be given assistance to protect the workers of their nations if needed. Finally, a nation shall not be limited in their ideological views, outside of the protections of workers rights.

Rather, the adoption of need-based, not profit-based, trade, as my colleague SO Khalid remotely addresses in detail, allows us to trade on far more providential terms. Signatories to the treaty would enter into this form of trade at considerable advantage, for the CACE nations have already pioneered this economic platform and a large and established infrastructure already exists into which they might directly plug themselves. For us, need based trade works and works extremely well, because we already constitute a very large an varied resource base and are well practised in coordination and effective distribution of those resources. In return for your assent, you will join a well-established body which, as the treaty is more widely signed, will only grow. it may interest you to know that it has been presented also to the Anticapitalist Alliance, a very strong regional alliance, with which many of the CACE members are associated.

"If you cannot tolerate our refusal to participate in a system any aspect of which sanctions the interpretation and use of labour as a resource to be exploited, then, I suppose, you will not wish to sign. I am informed that an amendment to the Charter article is in place allowing exceptions to the rule that signatories shall not trade with non-signatory nations by a decision of simple majority amongst signatories, if that allays your worries. I doubt it will, for no doubt you will object that in such a case your freedom to trade with whomever you chose would be infringed upon by the decision of the signatory body.

"And it would be. But this is precisely the point, and precisely why the treaty exists: it provides a closed, yes, closed but varied and growing circle of willing participants, a working economic infrastructure, wherein the rights of the working citizen are respected as a matter of inviolable principle. To weaken that would make the treaty hollow. It would betray the very principles that are central to why we are here today. We, the CACE, will not suffer the betrayal of those principles. We, the CACE, offer to all of you, to enter into a wider association who together with us so refuse. I would suggest that any nation who seeks profit at the expense of the basic human rights set out in the Bridge treaty has no motivation to attend a conference concerning the developing world other than its exploitation.

Companieros - the Bridge Treaty seeks to do 'exactly what it says on the tin' in so much as it seeks to builds bridges rather than burn them.

You may feel comfortable being dictated who you can and can, will and won't, shall and shall not, trade with, but there are nations here that will not. If we wish to leave ideology at the door, then let us craft a neutral statement allowing each nation to determine their own economic future. But as long as we continue to advance the CACE or 3W treaty for consideration, then be prepared for those of us who do not subscribe to the implementation.

"You go on to say that the CACE is not a governing body, but according to the trade requirements of the treaty, you then go ahead and dictate who a nation can and can not trade with. How is that not acting in a governing way? How is that nothing more than chaining these new signatories to you, denying their right to determine for themselves?"

A referendum about this has already been aproved in my nation and we have signed the treaty, because we want to trade with CACE members, but this does not mean we will stop trading with our usual economic allies. Those nations that wanted to sign it have already done so, and those who didn't wanted to sign it, didn't had to do it - End of the subject."

I propose that a trade union between third world nations is formed, to coordinate trade between its members. Members will still be able to trade with non-members and any other nation they want to.
The new trade union will be called CMTW (Common Market of the Third World) and it will have a leading board of 5 nations, who will be elected among the members every 5 years (about 4 RL months).
This new organization will leave complete freedom of action to its signatories and its only pourpose will be to coordinate trade and lend economic aid is case of natural disasters.

After being recognized Minister de Valera walked quickly to the podium and began to speak.

"Ladies and gentlemen of the Conference, a few words only. I have become increasingly frustrated with the downright combative nature of some of the delegates in attendance. They are not contributing in any manner to the proceedings of this Conference, and are a divisive force."

"Whilst work continues at a modest pace on the combination of the 3WSC treaty as proposed by myself on behalf of the PRC and the other proposed treaty, it can only creep along because of the sheer and utter lack of cooperation."

With a purposeful and hard look at the Larkinian delegation, de Valera continued, "and I for one refuse to put in long hours drafting treaties, rewriting documents and continually mulling over ideological differences! This is counter-productive behavior, and until it stops I see no reason to continue my work!"

"Good day."

And with that, Minister de Valera turned, gestured to his aide Eduardo and strode out of the Conference hall.

Looking distressed, Ainaro shuts off everyone's microphones and speaks softly into his own.

"Friends, there has been a suggestion that the CACE treaty discussion end. The delegation presenting the treaty has agreed. I therefore close discussion of this treaty, which some countries have agreed to sign and others have not. However, the agenda item on trade remains open, since several delegations have suggested a trade pact among third world states.

"I suggest a short recess at this stage to allow tempers to cool. Tea and sedative narcotics are available in the lounge. When we return, we can discuss a third world trade treaty -- versions have been offered by at least two delegations -- if the assembled company wishes."

[You will also find a small stack of muzzles available on the table, for anyone who is embarassed by their delegation's more ... outspoken ... members.]

Violeta Bi Bere passes a short note to Katana: A confab in the garden again, dear Takeo? Shall we try to salvage a consensus?

Passing Dhawan, she says: "I'm off to chat with the Caselonians. If you'd like to see if any meeting of the minds is possible, please come along."

She leaves the room and follows de Valera: "Sir, if you're interested in making an attempt to bridge this gap, perhaps a short chat to see if the opposing sides are able to reach agreement is still worthwhile. What do you think?"

If anyone is still interested in discussing the CACE treaty, may I assure you that a new forum will be open soon, and it's bound to come up at the 4CACE conference, still in planning stages. I'd like to request that we refrain from further mention of it at this conference. If anyone wants to talk to any of my delegates about it during the break, though, that should be OK.

P.M. Dhawan had been about to take the podium and comment on how de Valera's leaving marked the exit of those combative-natured he spoke about when Ainaro put an end to further shenanigans. He glanced about the table, noting Dr. Blayer's on-edge, tense excitment, Ambassador Johnson's grim head shaking, and the fact that all this excitment hadn't managed to rouse Lord MacIntyre.

Passing Dhawan, she says: "I'm off to chat with the Caselonians. If you'd like to see if any meeting of the minds is possible, please come along."

The Prime Minister looked up sharply at the sound of her voice, but quickly smiled. “How possible such a meeting is depends on the willingness of my counterpart to debate freely.” Without childish tactics such as leaving the field because he didn’t get his way. “I believe in the importance of the Third World Conference, and I would hate to see it go down the tubes because of something so petty. Of course I’ll come with you.”

And so he did, leaving the other three Iansislean delegates suddenly without firm leadership (much the same way as they had been in Golden Agate, Johnson remembered with terror). Lord MacIntyre continued to sleep, and no one else saw fit to wake him. As Dr. Blayer wandered off towards the tea, Johnson was quick to keep pace with him, eying the other delegates heading towards the table warily.

Javin watched as de Valera stormed off in a huff.

So much for dissenting viewpoints at this conference. he thought as he sipped his coffee.

Takeo read the note from Bi Bere as he finished the flask. Damn, scotch isn't quite enough today... He stood up to follow them out.

"Where are we going?" Javin asked as he stood up.

Takeo turned to him and sat him back down. "I am going to meet with some of the other leaders and see if we can reach a concensus and keep our allies from not being our allies and trying to openly kill you."

"You know I'm right Tak," Javin said. "That treaty gave countries no choices and..."

"Javin! This is politics. This is a conference. It's not about being right, it's about being polite!" Takeo snapped quietly as he stood up and walked after Bi Bere and Dhawan.

Javin sipped his coffee as the eyes of the other groups shot daggers at him.

At least he didn't call Rumbiak 'slappy', Takeo thought as he walked out.

I'm sorry if my exit caused an early end to today's proceedings, but I could not listen to any more name-calling and foot-stamping by certain delegations simply because the Socialist nations are the predominant delegations actually doing something other than giving long-winded speeches that accomplish nothing more than championing their own ideals to people who simply aren't interested!"

"I am more than willing to continue my work, but I feel like some of these delegations don't even want to accomplish anything. They just like to hear themselves talk!"

Then, with a slight pause, he added, "Forgive me, Ms. Bi Bere. I know it has nothing to do with you, and I shouldn't be using you as a sounding board, either. Will you join me in a drink and a smoke?"

She turns back to the leaders from Iansisle and Larkinia. "You've met Prime Minister Dhawan and President Katana in ... unfortunate ... circumstances, Minister. But i assure you they are reasonable men. I wanted you to have the chance to speak in a quieter setting. All three of you suggested a compromise treaty on trade. The CACE treaty is off the table now, but the idea that you all spoke of, a third world trade treaty, is still open. I'm in two minds whether we should pursue it further, but maybe some sort of consensus is still possible. You'd have to accept less oversight than you'd like, though. What do you think? Is it worth the effort, or shall we simply move on to more ... pleasant ... topics?"

Dhawan withdrew one of the cigars that the Duque had given him, deftly slicing off the tip and lighting it. "I think," he started quietly after a few puffs, as he was a much less impressive speaker in person than in front of a large group, "that the advancement of the third world is an issue very close to Parliament's heart. There's nothing I'd like better than to draw up a treaty that guarentees the advancement of all parties present." He paused to draw on the cigar again.

"However, I'm afraid that any treaty which forces Iansisle to give up regulation of her domestic industry to some super-national force will not be acceptable."

"A double?"

"No," he said pulling out some NuYen bills, "the whole bottle and a bucket of ice.!"

Takeo turned back to the group, "I think a concensus can be reached here. Despite everyone's varying interests, something more neutral stating that while many members of the conference agree on a socialist plan, each nation is free to follow their own economic policy, as long as certain inalienable rights are held to?"

Taking a thoughtful pull on his cigarette and gulping down a slug of the delicious Tanah Burungian brandy he'd ordered, he looked at Ms. Bi Bere and prepared his comments wisely.

"Ms. Bi Bere, I am certainly willing to go the distance for this. But I am not prepared to put work into documents that will be read, and then disagreed to, simply because I am from a Socialist nation. These delegations I'm speaking of don't even seem to have the authority to make a decision on anything! I may be the Minister of Foreign Affairs but I cannot spend the next six years at a conference that won't even ratify a trade treaty!

If there is going to be a Conference we had damned well better be prepared to actually do something. And the creation of the 3WSC and the adoption of a Trade Primacy treaty are very important steps, in my opinion. I have no problems leaving anyone behind."

"But why I don't want to do that is the fact that we came to this Conference with the intentions of making good friends. The economic policies of my President have taken us from UN-rated 'Fragile' to 'Very Good' in less than 3 weeks. More trade with nations we don't agree with politically is not what I'm looking for. But we are, morally, required to work in the best interests of workers around the world."

"The bottom line is, I really hope this can be a productive Conference. But I will not sit through name calling, foot stomping, and generally very unprofessional behavior. Nor will I sit idly by while another nation tells me that regulation of business is unjust, when I'm sure their workers would disagree. "I wonder, Minister de Valera, if perhaps in your haste to point fingers you perhaps forget that while one finger points at the percieved problem, the others point at the true problem. Maybe you should reevaluate your position to a slightly less beligerent one.

"Minister," he continued, leveling a finger at de Valera, "Iansisle prides itself on a spirit of debate, and I am willing to live up to that legacy here, now, and into the future. However, for every bit of respect I give you, I expect it to be returned." His voice was quiet and dangerous.

"Now, Minister de Valera, perhaps you'd care to rephrase your comments?"

Takeo's eyes smouldered icily at the snicker, "Minister de Valera, if you don't like the fact that debate has taken place over your treaty, then I suggest you might want to storm away again and think over your attitude. Javin might not have chosen the proper words to use, but the sentiment is the same, and I agree with it. You have no right to dictate to other nations how they will act. And the treaties in question did just that, whether you like it or not.

"Do not choose to debate economic rankings with me dear sir, because quite frankly you are not up to the challenge of it. And we advanced as far as we have while taking care of our workers, providing them clean energy, free education and health care and adequate housing.

"Why are we here? I believe hosting the last conference had something to do with this. And Prime Minister Dhawan made a good point, why are so few nations here from the previous conference? Because many of the implemented points raised at the last conference seemed to have worked.

"I could well ask the same question to you. Why are you here? Is it solely to push forward your own ideology? For remember, as you said, a conference like this is not about telling everyone why your own ideology is better. You'd do well to remember this," Takeo said thrusting a finger at the man. "Or does that rule only apply to people who do not agree with you?"

"This's just what I need - two of you! Why, if I didn't love this country so much, I'd..." and he proceeded to start ranting again, this time about quitting, and what a fix Iansisle would be in then!

"I hate to agree with my longwinded friend here," replied Dr. Blayer, talking right over Ambassador Johnson, "But I think it may be best if I don't take the podium. They look like they're resolving everything over there; I think it might be best to leave this one to the moderates!" He glanced up at the bartender while Ambassador Johnson was explaining that, if it weren't for him, Iansisleans would probably still be sitting in a cave somewhere drawing crude pictures of one another. "Can I buy you a drink?"

"And a glass of wine, Gadsanian if you have it, for me," Dr. Blayer completed for the bartender before returning to Katana. Johnson slowly ran out of steam, and wandered off to seak more attentive conversation material.

"The Duque's a good man...er, cow," nodded Blayer after a second, smiling lopsidedly. "I think he's the most sane out of any of us, really, excepting perhaps our hosts. Still, if this conference continues as it is presently..." he trailed off and shrugged. "Well, Iansisle will always be friendly with Hell Bovines, Larkinia, and Tanah Burung, of course, but I fear for the future of Third World solidarity."

Blayer followed Katana's eyes towards the private conversation, his eyes narrowing as it suddenly appeared a good deal less friendly. "I wouldn't mind heading over there," he said after a second, "but I don't think P.M. Dhawan would care for that too much."

"Healdsburg is such a dreadful country," started Johnson at once, removing his glasses to look distantly off. "Well, I was just a Third Class ambassador back then..."

"Now's our chance," whispered Dr. Blayer. "Even if they don't need our help, I've already heard this story twice just on this trip."

I'm going to suggest to you -- too all of you,"

she gestures at Katana and Dhawan as well -

"-- that we leave this effort now, and those countries that wish to sign a treaty on trade as presented go ahead and do so. We may be one of them, actually. Some are willing to go further than others. OOC: Been gone for a while, Chemistry paper due. Took me 17 hours over two days to write it.

"Ahh, nice to get a break. These last talks were stressful. Oh well." Coyotepec walked out of the conference room and down the hall. He eventually went outside and looked at the scenery. The sun was up and shining, yet it was still a cold, blustery day but the air was fresh. He looked around, noticing the other diplomats tending to their own buisness. He went out walking in the mountains again and began to think about home. He knew that the conference in Rotovia was over and the High Chief Quetzalcoatl told him about some major international problems the ANL was involved with. He wondered how the people in the ANL are reacting. "There just fine." He though to him self and went about on his walk, which took 2 hours until he got back.

Javin was talking with Minister Rumbiak and Dr. Blayer when the PDA in his pocket buzzed. It never buzzed....

Oh crap! he thought as he opened it up. Minister Rumbiak and Dr. Blayer were able to see the following message after he closed the screen reporting the alleged student protest/massacre in Imitora (http://www.nationstates.net/forum/viewtopic.php?t=93713&postdays=0&postorder=asc&start=0)

As soon as the one flashed on the screen the cell phone/PDA rang. Javin answered quickly.

"Yes Sir, Mr. Fortier, what can I do for you," Javin asked after a moment. He waited a few moments before replying:

"Yes sir, I believe I can be there ASAP. With lumberjack out to lunch I understand.

"I'll need helicopter dust-off at our hotel in 15, not enough room for planes to land. Make sure they have my gear with me this time, I'll say my goodbyes.

"I don't think they'll miss me here," he whispered into the phone. "Copy, out sir," he added as he hung up the phone.

Javin offered his hand to Minister Rumbiak and Dr. Blayer, "Please forgive me for my rudeness, but... hell, duty calls."

He turned crisply and walked past the two beefy security guards.

"Don't..." he whispered as he walked past them. "I have enough to worry about."

He approached the group speaking. He turned to Takeo, "'No Joy' on Big Bad Wolf, Mr. President," he said saluting. "Just got the info. Scrambling out in 15."

Takeo hugged his brother, "For God's sake Javin, take care of yourself," he said with tears misting his eyes. "Mom would never forgive me."

"Buddha, for Buddha's sake. Yeah, she always liked me best anyway," Javin winked. "P.M. Dhawan, Minister Be Bere, Minister de Valera, Duque, I wish you all the best."

He turned and walked back to the Larkinian tables, picked up his (nylon :P) briefcase and crisply walked out of the conference room.

Before the door closed, Javin sprinted to get ready. He'd just beat the helicopter.

The bells continue to ring, summoning the delegates back into session. Any laggards are confronted with friendly security guards who say things like “food’s better inside, Excellency” and “We’re closing this bar, Your Mightiness.”

In the conference hall, Constancio Ainaro waits, and as the hall fills up again, starts to speak.

“Before I begin, could the owner of a green helicopter, license plate number JAV-1NK, please move your vehicle? Thank you.”

He clears his throat, takes a sip of water, sighs, and having run out of other breaking actions, commences for real.

“Friends, some very valuable suggestions were made in the last session. I suggest we review those ideas and begin discussion on some of them.

“Minister de Valera proposed a more permanent organization to advance our interests.”

The Third World Solidarity Conference needs to become an international organization dedicated to the interests of smaller, developing nations. The UN has simply too many members to be effective, and is, of course, controlled by the interests of extremely large states with 'Frightening' economies."

"The 3WSC structure needs to be started on today," he spoke, emphasizing the 'today' with a poke of his finger into the podium. "The Caselonian delegation proposes that the 3WSC consist of an Executive Council, similar to the Security Council of the UN, with rotating members. There will be no permanent Executive Council members, however.

“Prime Minister Dhawan has reminded us that we must call for the self-determination of all nations, and offered the following proposal for a development pool:

Recognizing that self-determination is the most important factor in prosperity; Assured that less developed nations no longer wish to be the slaves of external forces; Firm in our devotion to a spirit of camaraderie among less developed nations....

II: The Third World Development Pool and Its Board

A: Every signatory nation is asked, but not required, to donate a sum of money, amount of their choice, to the Development Pool.
-i: Additional money may be donated at any time.

B: A Board of five people, elected at every successive Third World Conference and consisting of no more than one member from any single signatory nation, shall hold control over the Pool.
--i: Any nation signatory to the treaty may approach the Board. An amount of no more than one-tenth the Pool's current reserve may be requested, subject to the Board's approval and appointment of a Committee of Oversight.
--ii: The Board may turn down any request it sees as being not in the best interest of the people of the requesting nation. If said nation feels its request has been turned down unfairly, it may bring the issue up at a subsequent Conference.

The fund currently holds 300-billion World Dollars, a gift from the government of SeOCC [equivalent value 600-billion US$].

“I suggest that we may wish to combine this fund into the 3WDP as proposed by Iansisle, and select a new board -- at least we must replace Ziobia, which has entered a more isolationist phase in its foreign policy.”

“Moving on: the younger brother of President Katana, speaking in a purely personal capacity before going off to slay dragons in another country, proposed this statement on self-determination:


Recognizing that every nation has the right to choose their own ways of advancement and believing that one nation does not have the right to enforce their national views on another, we of the Third World Solidarity Conference stand together that each nation has the right to self-determination.

“I have removed the word fascist from the original draft.

“Grand Duque Mooo has asked for a trade bloc of third world states.”

I propose that a trade union between third world nations is formed, to coordinate trade between its members. Members will still be able to trade with non-members and any other nation they want to.
The new trade union will be called CMTW (Common Market of the Third World) and it will have a leading board of 5 nations, who will be elected among the members every 5 years (about 4 RL months).
This new organization will leave complete freedom of action to its signatories and its only purpose will be to coordinate trade and lend economic aid in case of natural disasters.

“Now, would anyone like to speak to any of these points? Tanah Burung of course supports the point on self-determination. We feel that there is great promise in the call for an ongoing executive to deal with political issues of the Third World, and this could be the same five-member body charged to deal with development pool and other economic issues between us. Or there could be different bodies. But how do others feel?”

IC: After thanking Greta Cullinaen for her support and watching an excited Javin leave the conference on a rush (*he smoked too much grass cigars*, thought the duque at that moment), the bovine monarch returned to the conference room.
the first thing he did, while Ainaro was speaking, was to order Civic to hide a drunken economics minister from the view of the other delegations.
"What an embarrasment", he said to civic, "take him to the hotel room and leave him there until tomorrow"
As Civic took Murk out of the conference, he was babbling some incoherences about 'a beautiful waitress' and about 'defeating footballistic imperialism'. Hopefully, nobody saw him in that state.

After Constancio finished speaking, the duque was the first to reply,
"My personal opinion is that there should be only one body, which should be divided into different seccions or ministries. We could have a seccion devoted to trade, another one to economic aid, another one to politics, etc. In that way, we could act as an organized body, but at the same time have different sections specialized on our different issues."

He, then, sat down and roared with disgust when he found out that Murk had emptied his tequila bottle.....

The Xikuangese delegation had considered it prudent to remain well away from the discussion in the bar, so they perhaps catch only the tail end of the fireworks as the excitable Javin makes his exit. Outwardly, the incident elicits nothing mor ethan a raised eyebrow, but were one to imagine that certain individuals might regard the conference in its current constituency as being slightly more amenable to, shall we say, quieter discussion, they would not be far off.

Mr. Qzixi nods as Fr. Ainaro speaks; he, unlike his two countrymen, seems oblivious to the removal of a certain economics minister-- admittedly, an attempt to be discreet is made, but one can hardly move a drunken cow in all discretion-- and takes the floor.

"I would certainly support a merger between the proposed Third World Development Pool and Board and the Developing Nations International Monetary Fund, if Prime Minister Dhawan is amenable. It would of course remain for us to discuss the precise form this shall take. I d have one concern I should like to raise as regards Prime Minister Dhawan's proposal:

"Ladies and gentlemen of the Conference: Under instructions from our most benevolent leader, President Eamon McGinnis, and due to the fact that 'cooperation' has not, from day one, been the operative word at this Conference, our delegation will be returning home. We see absolutely nothing being accomplished at this Conference due to the combative natures of some of the laissez-faire Capitalists, Larkinia and Iansisle being the main antagonists.

Perhaps it is jealousy, perhaps it is simple ignorance, of the kind demonstrated toward Cuba by the United States of America. Regardless, it will no longer be tolerated.

The People's Republic of Caselonia will be hosting an invite-only Conference later this year in order to form a voluntary governing body of developing nations. Xikuang, Tanah Burung and the Aztec National League, we thank you for your support and cooperation during this Conference, and appreciated your input.

Additionally, a hearty thank you to the people of Tanah Burung for all their hospitality. With that, we take our leave.

Daniel de Valera turned from the podium, fell into line with his security personnel and aides, walked out of the lobby and into a waiting airport-bound limousine.

Takeo's mood soured as de Valera finished with his latest tantrum and walked out of the conference, yet again.

He can't retort Dhawan or I in our little meeting, so he decides to wait until the full body gets together again and storm out in this melodramatic, 'spoiled-child', act.

"Yes, from day one," Takeo says as de Valera starts to walk out. "Except you weren't here on day one, were you? When we went through increasing education for the third world, and to be frank, I believe Larkinia stepped up to the plate to help us establish a Third World University.

"Maybe, before you get too self-righteous, you should investigate what you are claiming. You might have been surprised to learn that Larkinia does not just stand up to the requirements of the CACE treaty, but surpasses them.

"We have voiced concerns that we felt needed to be brought up. I believe our actions now and in the past are more than enough to vindicate us from any arrows you feel the need to shoot at us. But, don't let that interfere with your dramatic exit with 'indignation'."

Takeo sipped his drink and turned to Ainaro, "As for nominations to serve on the Third World Executive Committee, Larkinia would like to nominate two nations for consideration, Hell Bovines and Iansisle. Both can look at the problems facing the third world, each from a differing viewpoint, both understand the need for debate and both can appreciate the other's points."

Yes, it's a pity. I was so looking forward to seeing if he would engage in a real debate. Lacking that, then I was hoping to place a bet on how many more times he would walk out before the conference got fed up with it. The over-under was at 4.

We should meet later to discuss any possible ideas for the remainder of the conference.

Dhawan made to get up, then considered his aides. Dr. Blayer was practically on the edge of his seat to get up there and crusade against socialist economies, and MacIntyre was still asleep. With the sigh of a suddenly tired man, Dhawan tapped Johnson on the shoulder. "Quincy, you're in charge until I get back. Try and keep him in check, eh?" He indicated Dr. Blayer, who all but stuck out his tongue.

Out in the hallway, Dhawan greeted Katana, feeling a sudden urge for another of the Duque's cigars. However, he clamped back on it and adjusted his glasses.

"I must say that I'm glad to see that de Valera go. In my opinion, he was nothing but a muck-raker with such a lack of substance that he was unable to stand for any actual debate." Dhawan shrugged, his eyes telling the story of his hard fought, uphill political battle in an Iansislean system heavily weighed against Gallagans like himself. "However, we must press on, though I'm afraid to admit myself at a lack for ideas."

He showed up long enough to shout about their treaty, he had the gall to complain that we we derailing it because of our love for money over people, and then left in a huff. It is too bad, but it may be for the best in the long run. Although I would be interested to see if we keep our trading ties with our friends after everything is said and done...

"We must be able to keep the debate from skidding into the kind of argument that de Valera was pushing us towards. We still have several days of debate to follow through on here. It sounds like they have come up with a compromise for all sides concerned in the trade issue and we will move on. If they do wish to continue with economic debate, then we should show them that capitalism can work, and still reach the goals of moving our nations out of the 'developing' ranks."

Seeing the two leaders leave the room, Bi Bere slips out as well to see what's become of them.

"There you two are," she says, spotting them behind the coats. "Just a word of explanation. Yes, we've decided to sign the economic treaty, but don't worry, we're not letting economics back on the agenda here. And to let you know: we are planning to ask for an exemption from the no-trade clauses specifically to trade with our third world friends. But not until the treaty signatories list is a little more, shall we say, balanced. No matter what happens, we want the friendship of Iansisle and Larkinia."

(ooc: the actual treaty signing ceremony takes place after the conclusion of the conference -- i'd start to wrap the conference up now, but want to give others more time to respond before closing things. But you can assume that the word is out that there will be a signing ceremony, at any rate.)

Matebian Declaration

The Third World nations gathered in conference, recalling and affirming the Golden Agate declaration of the first developing nations conference, agree on the following terms:

1. Self-determination:

(combines Iansisle & Larkinia proposals)
Recognizing that self-determination is the most important factor in prosperity; Assured that less developed nations no longer wish to be the slaves of external forces; Firm in our devotion to a spirit of camaraderie among less developed nations; Recognizing that every nation has the right to choose their own ways of advancement and believing that one nation does not have the right to enforce their national views on another, we of the Third World Solidarity Conference stand together that each nation has the right to self-determination.

2. Education.

(combines proposals from Tanah Burung, Xikuang, Cirdanistan & Larkinia)
Affirming that education is the most important pre-condition for development, we agree to establish a Third World Open University, in which professors and technical experts from all sorts of developing countries teach, and where tuition is free of charge to students from the Third World. Aid sent will be entirely under control of the university. A primary purpose of the University will be to train teachers who can then return to their original country.

Recognizing the importance of primary and secondary education, we also support a fund to help with the creation of elementary and high schools to prepare the scholars of tomorrow and create universal literacy.

Specific provisions: These educational initiatives are to be funded through monies donated to the International Education Fund created in Golden Agate, plus additional pledges made here. Campuses of the Third World Open University are established in Tanah Burung, Xikuang, Hell Bovines, and Watfordshire. Pledges of funding, teachers and other support have been made by Cirdanistan, Aztec National League, Tanah Burung, Hell Bovines, Larkinia and Lusaka.

3. Health

(proposal by Cho-to-ki)
Recognizing that a problem of epidemic proportions in most Third World nations is the lack of access to adequate medical care, especially in rural areas, and a shortage of skilled workers such as doctors or medical technicians, we hereby create a Third World Health Organization, which will
- send medical personnel to developing nations to train 'barefoot doctors,' who will receive a few months of training in the basics of medical care, and then work in their village (or perhaps re-directed to a village with a shortage of doctors if they choose to do so) and help prevent diseases and treat common afflictions that would otherwise result in the persyn's death.
- assist in the building of small, networked medical facilities in villages and urban areas that can be taken over by the local community (so they do not have to be dependent on the DNAC for medical needs).
- send engineers to train others to improve sanitation and if possible, alleviate crowded living conditions which allow diseases to spring up and spread.

Specific provisions: Watfordshire has offered to provide doctors.

4. Economic development

We commend and support the work of the Developing Nations Aid Commission.

(proposal by Iansisle)
We agree to create a Third World Development Pool, under the control of the Third World Nations themselves.

A: Every signatory nation is asked, but not required, to donate a sum of money, amount of their choice, to the Development Pool.
-i: Additional money may be donated at any time.

B: A Board of five people, elected at every successive Third World Conference and consisting of no more than one member from any single signatory nation, shall hold control over the Pool.
--i: Any nation signatory to the treaty may approach the Board. An amount of no more than one-tenth the Pool's current reserve may be requested, subject to the Board's approval and appointment of a Committee of Oversight.
--ii: The Board may turn down any request it sees as being not in the best interest of the people of the requesting nation. If said nation feels its request has been turned down unfairly, it may bring the issue up at a subsequent Conference.

C: Any money taken from the Pool must be returned in full, but without interest, within fifteen years of the date taken out.
iii: The Board must report any tardy nations at the next Conference meeting, where appropriate action to the circumstance will be decided upon and initiated.

Specific provisions: Initial capital for the Development Pool is provided by a donation made some time ago by SeOCC and not yet utilized. The Development Pool takes over the functions of the Developing Nations International Monetary Fund established in Golden Agate.

5. Food & Agriculture

(combines proposals by Cho-to-ki & Hell Bovines)
In order to create food independence for Third World nations, we hereby create a Developing Nation Agency for Agricultural Development. This agency will promote:
- permaculture gardening. In such a model, nearly all available space in urban areas is put to some agricultural or otherwise nature-oriented use, such as the planting of fruit trees, or small scale gardens. These gardens and trees are planted in empty lots, spaces between buildings, community parks, on apartment rooftops and other areas. With the exception of gardens grown on apartment rooftops, such gardens belong to the community that nurtured it. We must stress that this is not a government-run project (where bureaucracy would quickly overwhelm any government branch), but from the bottom-up. In addition to providing additional food to the people, this lessens the stress on the environment in rural areas, where deforestation might be caused by desperate farmers. However, this project does require an initial investment to get the project 'off the ground,' so to speak, although any such organization would also fund project to build agricultural infrastructure that does not involve the permaculture model.
- the 'rainforest ecological harvesting system', which consists of professional teams of people whose main task is to get into rainforests and collect tree fruits and berries that grow naturally there, in an ecological and environment-friendly way.

6. Trade:

(combines proposals by Hell Bovines & Larkinia)
Acknowledging that trade between third world countries should be encouraged; believing that trade should be based on the rights of workers in a nation; recognizing that one nation does not have to trade with another nation who's values they do not agree with should they not want to and recognizing that all nations have different economic systems;

We create a Common Market of the Third World. This new organization will leave complete freedom of action to its signatories and its only purpose will be to coordinate trade and lend economic aid in case of natural disasters. And as nations vary in their ability to protect workers rights, they be given assistance to protect the workers of their nations if needed. Finally, a nation shall not be limited in their ideological views, outside of the protections of workers rights.

We take note of the Bridge Economic Treaty/International Fair trade Agreement (whatever the name ends up being) and note that several countries here have signed it.

7. Organization

(proposal by Caselonia with changes based on what others said)
Membership in the Third World Organization and its subsidiary bodies is open to all signatories of the declarations of Golden Agate and/or Matebian. There shall be regular summits of third world & developing nations in order to promote the interests of smaller, developing nations and prevent them from being controlled by the interests of extremely large states with 'Frightening' economies.

There shall be a permanent Executive Council, similar to the Security Council of the UN, with rotating members. There will be no permanent Executive Council members, however. The executive shall be composed of five members, elected at the regular summits every five years (about 4 months real-life time). The executive shall govern the Development Pool and other subsidiary bodies.

The following countries have been proposed for the executive council: Hell Bovines, Iansisle, Larkinia, Tanah Burung, Xikuang. (Nominations are still open.)

Ambassador Johnson had a broad grin on his face as he handed P.M. Dhawan the draft for the Conference's declaration. A smile slowly spread across his Gallagan features as Dhawan scanned down it. He spared a glance up at the Tanah Burung(ian?) table; whoever said they were the best compromisers in the world had been quite correct!

Leaning over, he spoke slowly into his microphone. "This initial draft is most acceptable to Iansisle. I would also like to inform the conference that I have been authorized to donate not insignificant funds to education proposals, and would like to earmark them for the Third World University.”

After that nation's review of most recent documentation, the declaration may count Lusaka's vote of support.

Secretary Miyanda (recently promoted to General Secretary of the re-named United African Republic of Lusaka) sends his apologies over his sudden and mysterious exit. He did not simply remain lost following the night of the football match, but was spirited away by the Air Force on a matter of national emergency- a border crisis has flared up between Lusaka and its wealthy western neighbour, and (former?) friend the African Commonwealth.
Lusaka has also suffered a fresh economic down-turn linked to this crisis and possibly to an apparent global slump.

(ooc: I went away, and came back horribly unhappy, and just couldn't seem to enjoy catching up, sorry. I'm back to pretending-all-is-well for now though. Hurrah. So yes.. sorry about that.. we're in favour (not so keen on that other CACE thingi though..never mind. Time for some tea.))

GOLDEN AGATE DECLARATION
(First Developing Nations Conference, in Larkinia)
FINAL DECLARATION – DEVELOPING NATIONS SUMMIT

Note: One billion (1,000,000,000) Apollopoli has been submitted to a neutral bank for distribution to all developing nations at the conference. Please confer with Katana at the end of the conference for distribution guidelines and deadlines.

Section I – International Monetery Fund.

1. States party will accept the creation of an International Monetary Fund with the goal of providing needed monies to Developing Nations to repair damages from disasters, or loans to buy needed equipment for development.
2. States party will accept that the money sent out as loans will contain zero (0) percent interest, and are repayable in long term (decades) if necessary
3. States party will accept that the monies repaid to the fund will remain in the fund for other needy Developing Nations to access if necessary.
4. States party understand that they are free to contribute to the fund or not, and are free to submit requests for aid to the fund or not.
5. This fund will be monitored and disbursed by committee made up of 7 members, 5 from developing nations and 2 from developed nations.

Section II – Technology Advancement

1. As technological advancements are necessary for nations to pull themselves out of developing status and

3. States party recognize the development of a “Technology Development Center” to help provide funding, and encourage an open and free sharing of technological advancements and scientific ideas
4. This center is to be a place where developing nations can coordinate sending students to study in more developed nations, if they should decide it.
5. This center is to be developed in a nation to be determined later.

Section III – Education (OOC: Ziobia's proposal)

1. States party will make public education universal for all citizens and residents.
2. States party will include up-to-date materials in the technical and natural sciences and the humanistic arts in their public curricula.
3. States party will provide open public forums for academic debate on all issues and questions.
4. States party will form an International Academic Exchange Program where students, faculty and leading academic figures may engage in free interactive discussion of academic questions. Students may apply and enroll in, and faculty may transfer offices to, any public institution in any participatory state, according to the rules and policies appertaining.
5. States party will form an International Education Fund that will manage and monitor financial support of education-related projects, such as the creation and maintenance of the International Academic Exchange Program; the purchase and distribution of updated educational materials; the construction or renovation of educational facilities; compensation assistance for faculty and staff; scholarship assistance for students of at-risk or financially burdened communities; and other projects not here listed.

Specific Provisions

1. Ziobia: The Government of Ziobia will contribute an initial payment of US$10 billion to the International Education Fund upon its creation and the election of a managing board. Ziobia will also consider all invitations from other states party to establish Ziobian school and universities abroad, and requests to establish foreign schools on Ziobian territory.
2. Larkinia: The Government of Larkinia will match Ziobia’s financial donation of US$10 billion.
3. Tanah Burung: The people and government of Tanah Burung will contribute $1 billion.

6. Ianisle will cotnribute $200 million.
7. Neocong contributes $6 billion for aid to developing countries (not specifically earmarked for education)

Section IV – Human Rights

1. As basic human rights have been expressed in the (RL) United Nations Charter, and UN Declaration of Human Rights, states party will reaffirm their belief in the idea that “all people are created equal, and should have equal rights under the law.”
2. As freedoms of speech, press, religion and association and freedom from persecution are central tenets to securing human rights, states party will confirm their commitment to keeping these basic rights free.
3. States party agree that people have an inherent right to live a life that is free of poverty, illness and ignorance, and will promise to try and uphold those rights.
4. In keeping with the idea that people have a right to live a life free of poverty and illness, an International Food Security Organisation not just be about delivering food aid to the hungry, but also the transfer of agricultural technology, expertise, and training to third-world food producers, including economic help to stabilize local and international food markets be developed (OOC: Thanks Ziobia!) The right of developing nations to protect their agricultural sector in order to achieve food security is recognized. Food aid will be vegetarian.

Section V – Military

1. A mutual defense agreement for developing nations that wish to participate is proposed. No nation should be forced to enter into it if they are unwilling to.
2. Forces for a Developing nations multi-national force should be from Developing countries. They will become better trained and equipped to handle a situation if they are trained to work alongside each other.
3. A two-pronged approach to defense. A NATO-esque agreement to contribute forces to a member state in case of attack, and a smaller "rapid response" peacekeeping force to be trained and housed in an agreed-upon nation and used when speed is needed over strength
4. A council of nations to call upon this Developing Nations Defense structure is to be made up of no less than 7 members, with at least two developing nations for every one developed nation that wants to help us on the council.
5. A developing nation can call upon this defense force in time of threat or invasion, and peacekeeping missions may be authorized by a 2/3 vote of the members of the defense council.

iii: The Board must report any tardy nations at the next Conference meeting, where appropriate action to the circumstance will be decided upon and initiated.

Specific provisions: Initial capital for the Development Pool is provided by a donation made some time ago by SeOCC and not yet utilized. The Development Pool takes over the functions of the Developing Nations International Monetary Fund established in Golden Agate.

5. Food & Agriculture

In order to create food independence for Third World nations, we hereby create a Developing Nation Agency for Agricultural Development. This agency will promote:
- permaculture gardening. In such a model, nearly all available space in urban areas is put to some agricultural or otherwise nature-oriented use, such as the planting of fruit trees, or small scale gardens. These gardens and trees are planted in empty lots, spaces between buildings, community parks, on apartment rooftops and other areas. With the exception of gardens grown on apartment rooftops, such gardens belong to the community that nurtured it. We must stress that this is not a government-run project (where bureaucracy would quickly overwhelm any government branch), but from the bottom-up. In addition to providing additional food to the people, this lessens the stress on the environment in rural areas, where deforestation might be caused by desperate farmers. However, this project does require an initial investment to get the project 'off the ground,' so to speak, although any such organization would also fund project to build agricultural infrastructure that does not involve the permaculture model.
- the 'rainforest ecological harvesting system', which consists of professional teams of people whose main task is to get into rainforests and collect tree fruits and berries that grow naturally there, in an ecological and environment-friendly way.

6. Trade:

Acknowledging that trade between third world countries should be encouraged; believing that trade should be based on the rights of workers in a nation; recognizing that one nation does not have to trade with another nation who's values they do not agree with should they not want to and recognizing that all nations have different economic systems;

We create a Common Market of the Third World. This new organization will leave complete freedom of action to its signatories and its only purpose will be to coordinate trade and lend economic aid in case of natural disasters. And as nations vary in their ability to protect workers rights, they be given assistance to protect the workers of their nations if needed. Finally, a nation shall not be limited in their ideological views, outside of the protections of workers rights.

We take note of the Bridge Economic Treaty/International Fair trade Agreement (whatever the name ends up being) and note that several countries here have signed it.

7. Organization

(proposal by Caselonia with changes based on what others said)
Membership in the Third World Organization and its subsidiary bodies is open to all signatories of the declarations of Golden Agate and/or Matebian. There shall be regular summits of third world & developing nations in order to promote the interests of smaller, developing nations and prevent them from being controlled by the interests of extremely large states with 'Frightening' economies.

There shall be a permanent Executive Council, similar to the Security Council of the UN, with rotating members. There will be no permanent Executive Council members, however. The executive shall be composed of five members, elected at the regular summits every five years (about 4 months real-life time). The executive shall govern the Development Pool and other subsidiary bodies.

The following countries were selected for the executive council: Hell Bovines, Iansisle, Larkinia, Tanah Burung, Xikuang.
