Looked around to some degree, can't find anything like this.

Many moons ago, I managed to get an easter egg issue, and I seem to remember there being certain prerequisites that you need to meet before getting one of the four issues crop up.

Is that (still) the case, and if so, what are they?

See the list of issues (sticky). The known easter eggs are #78, #80, #215, and #223. They are still present in the game. I believe each nation can obtain each easter egg only once.

Easter Egg: Zombie Attack!
The Issue

The dead are rising from their graves to feast on the flesh of the living! Currently, only (Your Nation) has been affected. An immediate quarantine has been placed on the city, but with time running out for the survivors an emergency meeting has been called to decide what to do.
