Want to change my country, change a previous issue?
Is it possible to change a major issue? I would like to legalize private industry, but for some reason it never comes back as a issue, i've gotten several issues several times, but now i would like to revoke my " Illegilaze Private industry " thing.
So what do i do?

I believe private enterprise being illegal in your country is not related to one particular issue, but due to your tax rate being 100%. I suggest you cut spending and lower taxes at any and all opportunities until your tax rate is substantually less punishing to the people in your nation.
