I've found that most of the issues tend to have two choices- either supporting the issue and increasing government funding, or banning the issue at hand. I've hardly ever found options for my usually preferred choice- don't ban the issue but don't provide government subsidies for it either. Where are all the small government libertarians!
You're probably still getting the first 31 subset of issues. the later ones have more options.
I've also read (probably in this sub forum but i can't find it...) that they aren't going to revise the older ones.
Besides, you get more interesting responses if you do choose something.
