Okay, I understand that occasionally we'll receive the same issue as it's random. However, the issue I received a second time doesn't really make sense. In this issue nudists are petitioning the government so that they can go nude more often. When this issue first appeared, I chose the option to make nudity mandatory for everyone. I have once again received this issue, and it's still the nudists complaining about not being allowed to go nude. Why are they complaining again? The legislation set forth should have meant that I'd be petitioned from the opposite group, not the same one.

No, it's not a bug. Check this link (http://forums.jolt.co.uk/showpost.php?p=6012548&postcount=1) out. Notice these bits particularly:
Brand new nations only receive the original 30 issues.
Since issues are assigned randomly, you will get repeats. The game engine doesn't check to see if you just got said issue, all it cares about is if you qualify for said issue.
That is, are you the sort of nation that should get this sort of issue? If the answer's "yes", then you'll get one drawn from the set of issues that nations like yours should have. But the game engine doesn't care which one. It doesn't read the sense of the issue, it reads the numbers that go with it.
If you're bothered by the logic of it, then RP that your nation has an upper and a lower house, and the upper house rejected the nudity bill the first time, but your government's stubbornly brining it back. Or that your High Court declared it unconstitutional, so now you've fixed the wording and are resubmitting. Or ... any number of things.
They don't have to be sane or logical, and, given the nature of NS, it probably helps if they aren't. Have fun!:D
