"One Wife Is Never Enough, Say Polygamists - is it sarcasm?

I've got this issue:
"A small religious group is lobbying the government to allow them to take multiple wives."

As a goverment I'm not interesting in any kind of relationships betwean two adults I'm thought about: "Multiple wives? Excellent!" says passer-by Falala Frederickson. "Presumably we will allow multiple husbands, as well. And gay marriages, of course. In fact, now is probably the time for the government to butt out of marriage altogether. Let people marry their cats, if they want."
or
"It's about time we had our religious rights recognized," says Roger Shiomi, a devout member of a faith that is never made quite clear. "Who is the government to tell me I can't love more than one woman? The government doesn't know how much of me there is to go around!"

However I'm afraid that I fell a sarcasm in the first quote... Is it correct?

As to the interpretation, you have to decide yourself what "the man on the street" means when interviewed. We don't tell you the tone of voice - it's up to you to figure that out. That's how it works in RL, and that's how it works here.

I know. But what I don't know what policy I'll accept - i.e. allowing for everything [the mariages with cats will appear probably on card] or the banning?

Firstly I need to know how this option will work in legistlation ;) Then I can think what the person had real on mind.
