On the music issue, I chose the option that resulted in heavy metal at full volume replacing elevator music (Hell yeah, The Hallowed Empire of Great Saggitarja is so fucking metal), and my income tax rates increased by 2%. I don't get it.

Maybe it costs money to do that? Tbh, most issues that make any kind of change increase taxes.

Because you have quite a new nation and issue effects are generally noticed more on smaller nations.
