What is the difference between getting one and two issues per day? Other than the obvious numery difference.
Is there any upside/downside to either option? Does only taking one issue make it have more impact for example? etc.

No. The sole difference is that with one you get twice as many issues than the other, and with the other you get half as many issues than the one.

Taking 2 issues/day rather than just 1/day is a good idea if you're actually trying to steer your nation's stats & classification in a certain direction, because it lets you make more changes (by choosing answers to those issues) in the same amount of time.
Also, some answers to issues change your nations' stats by fixed amounts but others do so by various percentages of those stat's current values, and as a nation's size also affects its economy-based stats answering certain issues in a nation's early days can therefore be more effective than doing so later on.
