Drunk Driving On The Rise

I've gotten this issue before, but today I was reading through the options for it and found myself wanting to choose an option that wasn't there..

The Issue

More and more, citizens are drinking before getting behind the wheel. A group of concerned citzens wants something done.
The Debate

1. Billy-Bob Christmas, head of IL Ruffino's chapter of Alcoholics Anonymous, says that drunk drivers need help. "Alcoholism is a nasty thing, a disease. The government has to help these poor souls to avoid the temptations of liquor, and wine, and beer, and hard cider, and brandy, and?" His eyes get a glazed far off look, "Where was I? Oh right, we have to help these people, not imprison them."

2. "That's lovely," says Akira Broadside, a noted anti-alcohol advocate, "In a perfect world where rehab fixes everything. But this is the real world, and it doesn't bring back the victims. Drunk drivers kill people every day. If they take other's lives, the government must take theirs!"

3. "All of those plans attack the symptoms, not the disease," says Minister of Transportation Buffy McGuffin, "Alcohol is a curse, a poison sent by the Devil to tempt mankind. We cannot trust people to make decisions for themselves. The only answer is prohibition. Ban alcohol completely."

The Government Position

I wonder, can current issues be revised?

If yes, then could there be an action to increase public transportation?

Something like "'What nonsense!' exclaims your Minister of Transportation (or whatever it is), 'Not all those who drink and drive are alcoholics, so why are we going to waste our resources on 'helping' them? What needs to be done here is to increase public transportation so that less impaired people are forced to drive themselves home.'"

I like your idea ... why don't you also make some suggestions on the game effects that might be associated with the text and also how the game text would be changed if this option were chosen.

Personally, I like your added option; however, at this time, we are not revising current issues. The only revisions we make at this point are typos.
