Issues gone stale?

I've noticed some issues once worked in a certain way, but now are not working as before. for example, the issue where it comes out as "Pinkerton agents are called in to forcibly break up white collar strikes" always raised the economy, but in one of my nations it didn't. Also more notably, the issue "Uranium Deposit Promises To Enrich ...", used to raise the economy if the first choice was answered and lower it if the second one was. Now the issue doesn't do anything to the economy in any of my nations. I am guessing this means that issues will stop working after awhile? one of my nations has taken almost a year and a half to raise the economy.
IIRC, the issues have a stronger effect on smaller nations. The biggest the nation gets, the less effect an issue has.

There was a post from one of the mods (possibly Hack) not so long ago in this forum regarding this sort of thing - basically some issues work by adding (or subtracting) amount x to (or from) your stats, while some work by adding/subtracting percentage x to/from your stats.
*isn't going to trawl through posts in this forum to find what I'm talking about*

This is correct, as far as I know - some of them increase (or decrease) your stats by x amount, some of them increase (or decrease) your stats slowly until they reach x amount, and some of them increase (or decrease) your stats towards x amount whether you're above that value or below it.
