Effects of repeatedly choosing the same option

Are the effects of repeatedly choosing the same option for an issue cumulative?

For example, say I choose option 1 on an issue and the effect of doing so raises taxes. If I get that issue again and choose the same option, will it raise taxes further or have no effect?

Yes and no. Some issues move you towards a certain value. If that value is, say, 500, and you're currently at 10, the first time might move you to 200, while the second time might only move you to 250. However, some issues have a flat adjustment (say, +10 happiness). Every time you answer it, you'll get that amount.

What this means, is that if the issue has the first kind of effect and you're already at 500 (or above), you won't see any effect because you're already there. If the issue has the second type, you'll keep moving, no matter what your score is.

For what it's worth, taxes issues usually use the second type.
