Your national animal is the "penguins". The game just inserts the name of your national animal into the issue like so: "You need a licence to keep @@ANIMAL@@s...". (That's not the exact code, but you get the idea).

If you go to your settings and change the national animal from penguins to just penguin, that'd sort it.
