Yup. In this forum, there's a sticky with all the currently found issues. Effects are hidden from players.

However, I've been speculating (read guesswork) on what the effects might be in a series of NSWiki articles dedicated to issues (http://ns.goobergunch.net/wiki/index.php/List_of_issues).
I may have time later this week to add a few more issue stubs.

Oh, as players, we should never be able to really nail down the actual effects, but linking similar issues together will be the real benefit.
For example, I was telling the NS gang I met on Saturday how I want to make a HMO emergency services based issue based on what happened in Oakland a few months ago when the MacArthur Maze melted. :( In theory I could go to the list to see how many medical issues there are ... and use that to say, "Hey mods, we don't have many medical care related issues!"
(FYI: I do plan to still knock out that issue. I'm determined to one day get one issue in the game.)

And, really, being indexed like that would make it useful to us. Our master list is just one long file. I actually spent an hour editing an issue only to realise that it had pretty much been done already.
