Does the mandatory organ donation issue refer to after-death donations or mandator live non-necessaries? Or both?

I think it's after death. All the issues (the one you reference is Issue #26) are discussed in the 'Got Issues?' forum stickies. Speaking of which, this topic should probably be moved.
