Guns On Campus?

This is my first issue, so I'm looking for some feedback before I submit it.

After an alienated Bigtopian college student killed 30 people at one of @@NATION@@'s largest universities, the populace is divided as to what action to take.

1. @@NATION@@ National University Chief of Campus Police, @@RANDOMNAME@@, believes the shooting is the result of inefficient campus security. "When police have just handguns and half of us don't even have body armor, is it any surprise that we aren't well equipped to deal with these maniacs? We need better armed police, and more of them."

Effects: College campi are turned into fortresses that rival some military bases
Stats: Law and Order budget increase, Education budget increase, Tax increase, Economy increase, Happiness down, Crime down

2. Chair of Students for Campus Safety @@RANDOMNAME@@, an avowed gun advocate, supports the right of students to be armed on campus. "How far do you think this Bigtopian lunatic would have gotten if every other student on this campus were packing heat? I don't think he'd have gotten off one round before someone sprayed his guts all over the aquarium in the biology department."

Effects: College students can be seen sporting the finest state-of-the-art military-grade hardware.
Stats: Civil rights up, Crime down, Happiness up

3. @@RANDOMNAME@@, a graduate assistant, is shocked. "You want every other disgruntled maniac armed to the teeth on campus? Now, I see no reason teachers shouldn't be armed, they're usually the first ones on the scene of any shooting, and there's no sense in requiring them to act as bullet shields for the class. But none of this rubbish about armed students."

Effects: College students live in fear of their armed professors.
Stats: Happiness down, Education budget down, Intelligence down

4. The crazed Bigtopian shooter, @@RANDOMNAME@@, has this to say. "Maybe if the schools took the time to make sure people were treated fairly, and provided mental help to students with mental illnesses, I wouldn't have felt the need to act out."

Effects: Students report other students who seem "disturbed" for counseling
Stats: Civil rights down, Happiness down, Healthcare up, Education up

5. "You can't seriously entertain the idea of listening to these lunatics!" screeches leftist ideologue @@RANDOMNAME@@. "Guns on campus! We should be banning the sale of guns completely, not bringing even more of them in!"

Effects: Only the military is allowed to possess guns
Stats: Crime up, civil rights severely down, Happiness down, Law and Order down

6. Fascist Senator @@RANDOMNAME@@ has the following brilliant idea: "Why not just kick all the Bigtopians out? It's not like we need them here anyway, all they do is shoot our children and scare them off campus."

Effects: Ethnic minorities are frequently punished for the crimes of a few members
Stats: Crime down, civil rights severely down, Happiness down, Defense up, Law and Order up, Education down

There shouldn't ba an 'arm the students' option, as that one doesn't have any downsides. You've put happiness up, for some reason. I wouldn't want any colleg jock wanfering around with a laser-guided MaxiCannon.

That guy says the real question is 'What if these deranged men were not able to get guns?'
Besides, 6 options is a bit much.

I like it, although I do agree with Berzerk Mooses that 6 options seems a bit much, maybe options 1 and 3 could be merged into one "arm all campus staff" option?

Let's just hope that nobody who lost any friends or relatives in the recent incident in Virginia see this thread, h'mm? Being inspired by RL news is one thing, but I think that using this goes a little bit too far...
