I know there's an issue in which you can send a government official to jail in the name of decency (raising the budget for religion) and there are several in which the person talking to you gives you money, but I don't think there are any issues that specifically fight corruption.
Is there?

There's no "corruption" statistic. It's extrapolated from a couple of rankings, so the answer is yes and no. No, there's no issue with a -corruption stat, but there are many that can reduce corruption (or, depending on your nation, increase it).

And yet there's a butt load of issues to deal with all possible aspects of the military... must be the RP lobby.
I'll start working on an issue with (at least) one option that fights corruption.
Actually, you can manipulate corruption through issue code but I'm loathe to go into the details here. If you want to submit an issue about tackling corruption go for it. Don't let technicalities worry you unless the Issues FAQ has already ruled it out. That's what I'm here for.
