I've heard that my decisions on issues will have greatly exagerrated outcomes. If this is true, I would like to know what adding more police will do. My nation won't automatically become a police state, will it? Will it indeed reduce crime? Any help would be appreciated.

It should reduce crime. The exaggerated outcomes usually come in the form of a one-line comment in your country's description.
