Wedgie Woes: Prank or Harassment

Donna Wegieme, an outraged mother of a freshman boy given a wedgie in school, is charging the perpetrators with harassment.

[1] "What those boys did to my son was terrible," wails a sobbing Donna, flanked by her lawyers. "My son should be able to go to school without fear of having his underwear pulled up over his head! I think this sort of foul play should be punishable by a good old-fashioned paddling!"

Effect: Students who give wedgies in school are spanked with a paddle

[2] @@RANDOMNAME@@, president of the Freshman Greeting Committee, says, "Don't crack down on this! Pranks are a good way to keep freshmen humble and build relations with the seniors, and wedgies are a key part of this!"

Effect: Freshmen live in fear of wedgie-giving seniors

[3] @@RANDOMNAME@@, a wedgie fetishist, says while grimacing in pain from a self-inflicted wedgie, "I think that everyone should be able to share the joy of a good wedgie! Why not make that a law? Everyone should be required to give at least one person a wedgie, and if they don't, punish them with a good bondage session, er, jail sentence."

Effect: The citizens of Khorvania are required by law to give each other wedgies.

Its an issue to see how much a government is willing to interfere in everyday life.

I'd suggest changing the focus...

Saying something like mental illness is on the rise... with one of the options blaming childhood bullying...

I know our issues are parodies, but I can't see any lawmaker anywhere being able to with a straight face suggest there oughtta be a law concerning wedgies.

Perhaps, as suggested, making the focus broader and concerned with bullying in general?
