The country has been effectively shut down by a nation-wide general strike. It seems that many workers are not exactly happy with the way that your government has been running the economy.

Validity:
Not valid for nations with capitalist economies.

Is it really too similar? The point here is to introduce industrial democracy as a choice rather then just capitalism or a centralized command economy. Is it that NS can have no more then one issue dealing with economic systems or should I just drastically change the scenario?

Instead of the issue occuring as a result of not having a capitalism-based economy I'd recommend writing an issue where you have as many economy systems as you can think of and the recipient picks the one they like best. So it could just be a general issue of how your nation wants to manage the economy.

The description could be better. I'd have it as "There has been a growing debate amongst your economic advisors on how best to manage @@NAME@@'s economy. Many different viewpoints have been presented to you." or something similar.

The options could be better written as well, particularly the first and third options. But don't worry too much, it's something that can be dealt with when we get to it.
