I have a couple of questions regarding issues.

Hi, all.

I had a couple of questions related to issues, and I can't seem to find the solutions anywhere, not even Google. I am unsure whether this topic belongs in Gameplay or "Got Issues?" sub-forum, so I'm posting in both.

Question #1: How is it possible to raise my Civil Rights and Politic Freedoms from Superb to World Benchmark?

I have been answering a significant number of civil rights and politic freedoms issues, choosing resolutions that favor those two statistics. However, after nearly a year (RL), I can't seem to bring it up any higher than Superb. I have seen a couple of nations with World Benchmark in either area, so I know it can happen.

But how is that possible if I spent a year trying to bump up my Civil + Politics from Superb to World Benchmark without success?

Question #2: I was wondering what issues tend to raise Per Capita?

Do I have to rely on Civil Rights + Politic Freedoms to have a higher Per Capita? I'm not too sure about that one, as I've seen a few nations with similiar ratings as me but they have $46,000 per Capita while I only have $36,000 per Capita. Or is Per Capita determined on other factors?

I have a minor third question.

I have two issues- Teen Pregnancy and Robotic Automation. Will these issues have any effect on the two questions I have above? I mean, if I answer a choice in these two issues, will it increase civil rights, politic freedom, or my Per Capita income? If so, which choice?

Erm, this is only a guess, but it's possible your CR and PF ratings were at the lower end of Superb, and you've been very gradually increasing it, in which case eventually you should reach World Benchmark (and beyond - there's another three ranks above WB in both CR and PF). You have been playing for about 2.5 years. After eighteen months it wouldn't be so surprising if you're stuck at something. I had a puppet that took just over a year to go from 100% tax to 99%, despite always taking a tax cut if I could.

Either that or the options that you think should raise these ratings aren't actually doing so. I find that issues affecting my political freedoms don't come up that often (at least from my view of things).

I'd say it'd be economy issues that affect that. I think a good economy with low taxes would give you a high per capita.
