That's interesting- organ donations are at an all-time low, but compulsory.

Huh.

You might have a very low death rate, perhaps a high life expectancy and most people are too old to donate organs when they die. That would explain how organ donation can be compulsory and still rare.

You've had the two issues relating to organ donation (26 and 27) - in the first one you made organ donation compulsory, and in the second one you made it illegal for people to sell their organs.

Either that or you got issue 26 twice and went with different options both times.
