Tired of Taxing

I'm tired of the inflexibility of so many issues, especially with regard to taxation. My country's average tax rate was 61% as of yesterday, which isn't as terrible as some I've seen, but still outrageous by many standards. I recieved an issue which describes youth martial arts programs, and though I was supportive of the resolution to allow these programs to influence my nation's disadvantaged youths, it asked formore money, which meant taxes still went up. It seems impossible to have a nation with both good statistics and reasonable taxes. Also, if I must funnel more money to a specific program, the alternative to higher taxes is always cuts in healthcare and education, rather than in military spendingor business subsidies. I want a way to control my tax rate and how the money is spent without having to wait for the right combination of issues (not only do the right issues have to come, but sometimes in the right order). Is there any way to achieve this, or am I stuck between a high tax rate and a nation with awful living conditions?

There are several issues with options where you can cut military spending. There are also a couple where you can cut religious funding. If you take a look at the "NationStates Issues **SPOILER ALERT**" thread in this forum you can take a look at nearly all the issues that are in the game, although obviously this might spoil it a bit for you when you actually get the issues.
