Are there any consequences to just dismissing an issue?

Yes. If you have a power plant that breaks down, and you choose to do nothing, thousands upon thousands of real, live people in your real, live country will suffer without electricity. Riots will ensue, and you will likely be overthrown.

On the other hand, if what some crazy people here might tell you is true - that there are no real people involved in this game; that this is all just a crazy simulation of running a government, then I suppose there wouldn't be any of said consequences.

Apparently, as a consequence you get the same old issues and may delay you getting new ones.

No, no consequences (though I LoL'd at Alpha Aura's answer). It doesn't have any effect on whether or not you get repeat issues.
