I just got an issue today that I had already dealt with on Thursday. Is that a common thing? I was hoping to have something new to work with today.

There are only a limited number of issues, so you'll get repeats pretty often. It used to be much worse. I think when I joined there were only about 8-10 issues.

And every time you decide on an issue (at least for the most part), it has an effect as if it were new. For example, if you have high tax rates, you can choose to eliminate all funding for special interest groups more than once, and each time you do so it will cut your income tax rate, even though you've already done it before. That was disorienting to me at first, but I've learned to use it to fine-tune my nation to my tastes.
