Government Funding for Whips, etc.?

Ok, I just got issue #50 (text below)

My burgeoning little Libertarian paradise would normally go with option #1 because my population is welcome to do what they like (pretty much), however the phrase "A little support for our hobbies..." in the last sentence is confusing.

Does it simply mean that the government will allow them to practice their "fun", or does it mean that the government will actually provide them with some sort of financial support as well?

"Shops exist to cater to the needs of 'normal' people, but do you have ANY idea how hard it is to get a quality whip? A little support for our hobbies would be appreciated!"

2. "Yeah," exclaims @@RANDOMNAME@@, another enthusiast, wearing nothing but a collar, "and like other couples, we want the right to display our affection in public. If Master wants to take me walkies in public, he should be able to."

3. @@RANDOMNAME@@ dissents wholeheartedly. "This is not about showing affection--this is about moral decency. Think of the children, for God's sake! Think of the children! We must criminalize and eliminate this perversion to keep them safe. Which of course means a special task force to track down and capture these cretins!"

WHAT!?! Risk ruining Lianfyrr's perfect record of NEVER having an income tax? ;)

Seriously though, is there no other way of determining the intent of an issue option choice?

I am willing to accept the civil, political and economic consequences, as long as I understand what the legislation is trying to accomplish.

A simple tax increase might not be visible. If you've consistantly had a 0% tax rate, the chances are you could take several increases in tax rate without actually seeing it on your spotlight change.

Bug? There's no bug. If an issue decision increases your tax rate, it doesn't matter if it's 0%, 50% or 99%, the tax rate will still go up.
