Probably.... meaining Citizens can do what they want in the personal lives but if they question the govt... then all hell breaks loose.

How can I get a Libertarian Police State?
It's tricky, but possible. You should generally answer your issues with the intention of promoting civil rights, but restricting political freedoms. You also should reduce the size of the government whenever you can. Economically, select options that favor free markets. This isn't a surefire way, because you may end up with Benevolent Dictatorship going this route. I think it has something to do with what type of government style you selected when you create your nation. I hope this helps you. ;)
