No way to bring back prisons?

I can't remeber saying in issue #43 that I banned prisons, but I must have. Now the question is how can I reverse that situation?

I searched through the issue list in this forum and I can't find any that resulted in prisons coming back? Is this a long overdue issue or am I just not seeing the solution?

Anyway, here is an issue that I put together....

After the last prison had been turned into "Green Mile Shopping Mall" Many ex-inmates have been seen hanging around in the mall. Many people are getting nervous and a petition has come to your attention demanding that "something be done about these degenerates"

Surely it is easy and cheaper too for the government to handle all these people from inside prisons then have them living next to schools! You can bring back prisons by upping your police force enough(borcoding citizens is sure to do it), although the idea of an issue specifically about bringing them back is kind of borderline since there are at least a couple somewhat related ones(More police needed and Think tank proposes privatized prisons). Give it a gimmick. Say that because crime rates have skyrocketed the military is proposing martial law, civilian tribunals, and civilian court martials.

Then, if you want, bring in options that involve non-martial law prisons, and work in the options you currently have(preferrably rewriting them to better suit the rewritten issue). This will still be somewhat iffy, but it should dramatically increase your chances of having it accepted.

Well, the thing is 27% of my budget is law & Order.... and yet I have no prisons. I suppose my Police force can act as an army force if needed.

Lack of prisons is very hard to undue, unlike the high police mortality. But that is possible. Drahks and Skuzzsock have unheard of income tax, yet tremendous defense departments, so yeah, things like that can happen.
