Corporate Criminals Creating a Crisis?

Northern Nexis and Galactic Pathway, two of @@NAME@@'s largest corporations have declared bankruptcy in the last week, costing over 100,000 people their jobs and benefit packages while the executives made off with more than a billion @@CURRENCY@@s between them. Recent reports have also confirmed that these executives used unethical accounting practices and falsified share prices. Since current laws on corporate fraud are unclear, several groups have come to you asking for their brand of justice.

The Debate

1. "TAKE THEM DOWN! TAKE THEM DOWN!" Those are the cries of the many former industry workers-turned-protesters. A more senior member comes forward and announces into a megaphone, "It's time to make these corporate pigs pay for their crimes against us! What we need is for the government to freeze their assets, take every @@CURRENCY@@ they stole from us, and redistribute it to those who need it - like the people they left unemployed! And take it from anyone who benefitted from this atrocity - even if they didn't know about it! No one should benefit from corporate crime!"

2. "Why stop there? Why not create a real deterrent?" chimes in another angry Northern Nexis victim. "We need to take their entire fortunes, give a small cut to their families of, say, a few hundred thousand @@CURRENCY@@s, toss the crooks in jail, and THEN we'll take the rest of the loot! Anyone who benefitted from this gets punished to the extent that they helped this happen! The thousands of @@CURRENCY@@s we get from this should hold us over until we get new jobs...though it isn't like we couldn't use a little help getting new jobs...hint hint..."

3. "Wait a minute, this is a little much," cries out @@RANDOMNAME@@, your Minister of Finance. "What happened at Northern Nexis and Galactic Pathway is no different from what happens in every big corporation's boardroom. Pretty soon, if we do this, the economy will collapse! We can shut the people out there up by...oh, we'll just do what we always do and give them a tax break. That way, we're helping these people out here, and there's no panic! Everybody wins!"
[effect]the government seems to be nonchalant about a recent corporate scandal for some reason

4. "Frankly, I don't see what the big deal is," responds a strange woman in all red. "The folks at Northern Nexis and Galactic Pathway got theirs, and that's all that matters. The folks who got put out of a job should quit whining and find another; it's not like their leaders did anything bad. Business is business, and the sooner the government figures that out, the better. Let this run it's -- oops, gotta run, I've got to meet the head of Northern Nexis on his yacht---err, I have to go turn my oven off."

Option 1 seems to be a "right" option. There should be a negative effect. Like say change the effect to, "@@NAME@@'s stockholders are under massive scrutiny."

I changed Option 1 and edited the second option just a bit.
