How do i go about submitting a new issue? i have a couple ideas i think are good and original

That depends. If you have a population of less than 500 million, hold your horses. Only nations that have 500 million or more for population are allowed to submit issues. NS's rule, not mine.
If you have 500 million, though, on the page that lists all your issues, below the list of issues should be something that reads "Want to contribute an issue to NationStates? Do it here!" and the "here" has a link that you click on.
