Can Immigration Issues boost population?

When there's an issue like whether to allow immigration, will allowing as many as possible boost your population, or will it simply increase your tax rate?

Immigration can't affect population.

They just give you text (and other stat changes)

Hmm... If this is true, then why is it that when a friend of mine and myself both created nations on the same day (actually, he was one day after me), his population is about .12 billion more than mine when neither of us have been innactive?

Population gain is random; between 5 and 8 million per day. There's always going to be differences.

It's pretty much strictly linear over time, with some small fluctuations, as hack keeps having to point out. :p

When does that start? At 36 million (or is it 32), the maximum I've ever seen in 4million, and that was only the past day.
