I know that option 2 lowers political freedoms, but does option 1(allowing duels) raise them or force every person at trial into duels, thus lowering political freedoms?

The issue result is gay.
Option 1 lowers taxes, but increases crime like crazy as if the duels wouldn't be organized and inspected or something.
Dismiss it if you don't like the effects.

Yeah but I want to know if it increases political freedom. If it does it seems perfect for my nation's sadistic majority.
