Validity : The nation needs to have an economy of struggling or lower and political freedoms of rare or lower.

The debate :

1. @@randomname@@ who happens to be the minister of economics says "This is terrible! we're losing out because we're wasting valuable uranium! We need to send in thousands of people to begin the cleanup so that we can salvage any nuclear material, we also need to make sure they have inadequate protection to save us money on protective clothing"
[effect]The gorvenment regularly sends liquidators to salvage nuclear material from leaking nuclear reactors at the cost of their lives
[stats]economy increases, health decreases, gorvenment size decreases

2. @@randomname@@ who looks like a green glowing hippy covered in nuclear waste yells "Dude, we like totally need to ban nuclear! it's killing the trees and the environment" as he is carted away by men in white suits using geiger counters.
[effect]The gorvenment is anti nuclear and regularly encourages hippies to clean up radioactive waste and provides them with hazardous material suits
[stats]increases health, decreases economy

3. A contractor named @@randomname@@ for a company called "conrete slabs r us" approaches you "I think we need to build a giant concrete case around the reactor to prevent any more radioactive waste from leaking... with a bit of gorvernment funding of course my company can do it for you"
[effect] @@name@@ spends millions manufacturing concrete sarcophaguses to prevent nuclear reactors from leaking
[stats] increases health, taxes increase

Alright so that's my first ever idea for an issue, don't go ripping my head off if it seems a tad stupid =), what do you people think?

It's okay. I'm not really sure it's going to pass. Mabey the 3rd choice could do something like this:

A contractor named "Hard Hat" Joe from Concrete Building Co. sends you a telegram stating "I think we need to build a giant concrete case around the reactor to prevent any more radioactive waste from leaking... with a bit of gorvernment funding of course my Concrete Co. can do it for you."
[effect] @@name@@ pays Concrete Building Co. millions to build a concrete sarcophaguses to prevent nuclear reactors from leaking
[stats] increases health, taxes increase

Your requirements seem a bit off...

economy of struggling or lower and political freedoms of rare or lower.

Look for radioactive issues already, and see if you can tree it or you could have it open to anyone with a very weak evrioment. In fact, make it for weak enviroments. Otherwise, you could get it with the best enviroment in the world.

Shouldn't the validity be changed to "must have established nuclear power stations for <x time> or more"? It just makes the most sense to me.

Well yah, but I'm not sure if it's possible. That's why I gave the next best one.

Oh yes, and I noticed you missed your problem.

Problem: Your citizens have seem to be getting sicker that live near one of your many nuclear reactors. A team of people investigate, and they notice that many of your reactors are leaking! People want to get there advice to you.

Oh yes, and I notice that you are missing a fourth choice that would be nice.

4. A preson from green peace comes up to you named @@RANDOMNAME@@ asking you to close down the reactors with the following argument: "Like hey there! @@NAME@@'s nation has gone polluting the world with nuclear waste and all you care about is energy! You don't care about the hundreds of mutated fish you have made or anything! You should close down these plants or else!"

Well yeah, but it's worth suggesting just in case. But I forgot that economic freedom(not neccessarily strength) should be high also. De-regulated nuclear plants are more likely to allow that sort of thing to happen than highly regulated ones.

I think that's good but let's see if we can't spice it up abit... and a bit of a general rework of the options to suit

Problem: Public outrage had arrisen after it has become apparent that a reactor in a local nuclear power plant in central @@NAME@@ has been leaking for some time.

Option 1: "The ground around the plant has been growing green for weeks now." States @@RANDOMNAME@@ a resident and member of Nuclear Free @@NAME@@ living near the nuclear reactor in question, "And just the other day I saw a horribly mutated @@ANIMAL@@. It was disgusting. I have a whole list of evil things the energy company is doing to make a few extra bucks. Nuclear power is just too dangerous for @@NAME. It all should be shut down now.
effect: Empty Shells of Highly contaiminated nuclear power plants are scattered throughout the nation

Option 2:"Wooh, Hold down there." states @@RANDOMNAME@@, a worker for Hard Hat Concrete Products Inc. "It's only one reactor that's the problem. Why shut all down when we can just incase the problem plant in concrete. That way we get energy and we are kept safe from nuclear radiation. Of course the government would have to cover the costs of concreting and re-imburse the energy company for loosing a power plant."
Effect: Old nuclear reactors are now used as children's play equipment

Option 3: @@RANDOMNAME@@, a spokesperson for the Uranium industry scoffs at those suggestions. "That's purely wasteful of a precious resource, Uranium. Why not just send in clean-up crews? Of course we'd have to be judicious with safety equipment as they don't grow on trees. Some people might become sterile but we've got to be efficient at all costs with such a precious resource as Uranium."
Effect: More people get sick from cleaning up Uranium leaks than from the Uranium leaks themselves

Option 4: "You know we wouldn't have this problem if the entire Uranium and power generation industry was nationalised." states @@RANDOMNAME@@ Minister for Government Control. "If we absorb these industries into the government than we'd have complete control over their actions. Of course government beauocracy would benefit the entire industry and make it more efficient and more importantly safe."
Effect: 100 pages worth of forms need to be filled in and filed before a response can be made to a threat of nuclear meltdown or leakage of radioactive isotopes.

I'd personally vote for the 4th option myself.
