Could somebody tell what the consequences each option will have on my country? I'm not sure if I'm allowed to do this, but I'd appreciate the help.

Top military designers in your secret laboratories have proposed projects to create nuclear, biological, and chemical weapons and are looking to you for government support and funding.
The Debate

1. "This is a necessary step towards the creation of a safer -Oska-," claims Akira Broadside, the leading researcher. "Yes, it will mean a large areas of land will become unusable as a result of the testing, and it will cost billions of dollars, but that's the price we must pay for our national security. Just think of the power we will have if we can turn our enemies into plate glass!"
[Accept]

2. "Why stop with making weapons for ourselves?" asks Chastity Spirit, CEO of Wendy's Weapons stores. "We can sell them to all sorts of groups and organisations: other nations, the UN, terror- uh - freedom fighters, anyone! And we produce our own for our protection. Think of the money we can make! I'm sure none of our clients would ever even think of trying to use them to influence our government with threats or anything like that!"
[Accept]

3. "You want to bring NUKES into -Oska-?!" screams anti-nuclear protestor, Jennifer Chicago. "This won't make us safer - it will just give the power to destroy everything to a few people! We must hunt down the people who suggested this evil plan and have them hanged! We must protect nature from the horrible influences of science. I say ban all new weapons research!"

There will be no official word on anything like this but my guess is

1. Increased Military spending... not sure at expense though. Probably increased corruption as it promotes secrecy. Increased Tax

2. smaller increase in military spending.. increase in Political freedom not sure about others there's gotta be some downside but I can't think of it for the moment

3. Decreased intelligence, increased nature, decreased war spending and taxes. Increase political freedom, decreased Civil rights increased Law & order

I feel that it's fair to assume that option 2 will also increase your Arms Manufacturing industry.

Option 1 makes your citizens live in superstitious fear of the mysterious glowing clouds that float over your nation. So it probably decreases health, increases defense, increases tax, decreases happiness, and makes the weather worse, as well as the environment.
