I don't think that this is a matter for the Got Issues section. Plus, if they don't want to RP a war with you, no one can force them to as it is their choice.

Well, I'm confused. If you want to RP a war with them on International Incidents, telegram a member and suggest a war on II. If you want advice for how to RP, read the stickies or drop me a TG and I'll do what I can to help.
If by war you mean a region invasion, join an invader region and ask for help defeating the Parachute Regiment.
Of course, you might find NS General to be closer to home, with its lively political debates and endless flaming of n00bs and right-wingers. There isn't so much RP there, but there is a wealth of advice, some good, some on the level of recommending hemlock as a natural antibiotic.
