It means you got a special issue. Be very glad you got one, I've been here almost two years, and I haven't ever gotten one.

Easter Eggs are mostly to do with Aliens actually making contact, the issues can be found in the Issue List stickied in this forum.
The Easter Eggs have a low chance of receiving and a very restricted set of validity criteria. No one is sure, apart from a few mods. Not even sure all the mods know what the criteria for these issues are.
