Description: After numerous police chases ending in fatal crashes with innocent bystanders, it's come into question if police should chase down criminals or not.

Validity: Not Valid for nations with out cars

[option] “Ever since the accident, my life has gone down the drain.” Says Maxine Barry from her hospital bed. “I was simply driving along, and some criminal slams into me because he was running from the cops. Police need to stop chasing in cars before more and more people get hurt.”
[effect]Police are resorted to chasing speeding criminals on foot.
[stats] crime goes up

[option] Police Officer @@RANDOMNAME@@ feels otherwise “We can’t just allow these hardened criminals to speed off whenever they feel like it. We need to catch them and make sure they are put away. Sure there is a risk of sever car crashes, but that’s a price I’m willing pay."
[effect] More Car crashes result from police chases, than any other source

Perhaps the effect for option 1 is that even foot-chasing is prohibited (Increased chance of pedestrian injuries)

and another potential option

[option]"Surely there is a middle-ground." states Police Chief @@RANDOMNAME@@ "Instead of chasing the purpertrator at high speed, which incidently also puts my officers at risk, maybe we could equip police cars with a special tracking gun. We shoot a dart or something at a car car or person that we normally would chase and this way we could monitor them and set up things like road blocks. That way the criminals are caught and safety is maintained."
