i banned all weapons and i asked for the strict privacy laws.
my guess is that the description for the banned weapons should be changed to get that right.

or am i wrong?

Your wrong, all options for issues have a set phrase that appears in the description when that option is chosen, as a result nations can, and frequently do, have contradictatory descriptions.
